class=\"hit\">outbreak<\/span> at the Lynn Valley Centre <span class=\"hit\">care<\/span> home <span class=\"hit\">in<\/span> North Vancouver, British Columbia is tackling <span class=\"hit\">COVID<\/span>&#8211;<span class=\"hit\">19<\/span> <span class=\"hit\">outbreaks<\/span> <span class=\"hit\">in<\/span> <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> homes by mandating workers only <span class=\"hit\">work<\/span> at one home, designating them public service workers, hiring them full-time and paying them standardized wages.<\/p>\n<p>British Columbia is tackling <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.thespec.com\/news\/canada\/coronavirus.html\"><span class=\"hit\">COVID<\/span>&#8211;<span class=\"hit\">19<\/span> <span class=\"hit\">outbreaks<\/span><\/a><\/span> <span class=\"hit\">in<\/span> <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> homes by mandating workers only <span class=\"hit\">work<\/span> at one home, designating them public service workers, hiring them full-time and paying them standardized wages.<\/p>\n<p><span class=\"hit\">Could<\/span> that happen <span class=\"hit\">in<\/span> <span class=\"hit\">Ontario<\/span>? Should it? Not everyone agrees.<\/p>\n<p><span class=\"hit\">In<\/span> B.C., the directive from provincial health officer Dr. Bonnie Henry came following the province\u2019s experience with Canada\u2019s first deadly <span class=\"hit\">COVID<\/span>&#8211;<span class=\"hit\">19<\/span> <span class=\"hit\">outbreak<\/span> beginning <span class=\"hit\">in<\/span> early March. A least 17 residents have died at Lynn Valley <span class=\"hit\">Care<\/span> Centre <span class=\"hit\">in<\/span> North Vancouver, and dozens more staff and residents are infected.<\/p>\n<p>The B.C. seniors\u2019 advocate says valuable lessons learned from Lynn Valley are now preventing or slowing <span class=\"hit\">outbreaks<\/span> <span class=\"hit\">in<\/span> other <span class=\"hit\">care<\/span> homes.<\/p>\n<p>One lesson learned: when <span class=\"hit\">care<\/span> home staff <span class=\"hit\">work<\/span> <span class=\"hit\">in<\/span> different facilities, their risk of spreading the virus <span class=\"hit\">in<\/span> vulnerable populations increases, said B.C. seniors advocate Isobel Mackenzie.<\/p>\n<p>Now, \u201cwe have been actively eliminating that,\u201d Mackenzie said of inter-home movement.<\/p>\n<p>The province believes a worker employed at more than one <span class=\"hit\">care<\/span> home unwittingly brought the virus into Lynn Valley <span class=\"hit\">in<\/span> the early days of <span class=\"hit\">COVID<\/span>&#8211;<span class=\"hit\">19<\/span> spread <span class=\"hit\">in<\/span> Canada.<\/p>\n<p>Last week, the province deemed <span class=\"hit\">care<\/span> aides \u2014 or personal support workers (PSW) \u2014 <span class=\"hit\">to<\/span> be provincial employees, <span class=\"hit\">in<\/span> turn ensuring they have full-time <span class=\"hit\">work<\/span> within one home and are all paid a fair wage, as opposed <span class=\"hit\">to<\/span> different wages depending on their employer. Mackenzie expects the mandate, which is still being rolled out, <span class=\"hit\">to<\/span> come fully into effect within days.<\/p>\n<p>Mackenzie believes her province\u2019s measures \u2014 including ramped up testing and lower thresholds for declaring <span class=\"hit\">outbreaks<\/span> \u2014 are working. So does Henry.<\/p>\n<p>\u201cAll of those enhanced measures have led <span class=\"hit\">to<\/span> very few cases <span class=\"hit\">in<\/span> most of the other <span class=\"hit\">outbreaks<\/span> that were detected very early,\u201d the provincial health officer said Wednesday.<\/p>\n<p>While more than 220 of <span class=\"hit\">B.C<\/span>.\u2019<span class=\"hit\">s<\/span> more than 1,300 cases \u2014 or 17 per cent of all cases \u2014 involve <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> home residents or staff, most of those cases are concentrated <span class=\"hit\">in<\/span> two homes, including Lynn Valley.<\/p>\n<p><span class=\"hit\">In<\/span> <span class=\"hit\">Ontario<\/span>, more than 850 of the province\u2019s more than 5,200 cases \u2014 or 16 per cent of all cases \u2014 involve <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> home residents or staff. However, unlike <span class=\"hit\">in<\/span> B.C., the cases here are spread more evenly across more nursing homes, with a few outliers including Pinecrest Nursing Home <span class=\"hit\">in<\/span> Bobcaygeon where nearly 30 residents have died.<\/p>\n<p><span class=\"hit\">In<\/span> late March, <span class=\"hit\">Ontario<\/span> directed <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> employers <span class=\"hit\">to<\/span> limit the number of homes staff <span class=\"hit\">work<\/span> at <span class=\"hit\">to<\/span> stop the spread of <span class=\"hit\">COVID<\/span>&#8211;<span class=\"hit\">19<\/span>.<\/p>\n<p>But <span class=\"hit\">Ontario<\/span> health-<span class=\"hit\">care<\/span> advocacy groups are calling on the province <span class=\"hit\">to<\/span> do more <span class=\"hit\">to<\/span> keep workers safe, fairly compensated and employed within one home.<\/p>\n<p>Miranda Ferrier, president of the <span class=\"hit\">Ontario<\/span> Personal Support Workers Association (OPSWA), said she agrees <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span>workers should <span class=\"hit\">work<\/span> only at one home during a pandemic.<\/p>\n<p>\u201c<span class=\"hit\">In<\/span> terms of mandating the PSW as public workers and standardizing their pay, the OPSWA would welcome this insofar as it would <span class=\"hit\">work<\/span> within our professional mandate of self-regulation and title protection,\u201d she said.<\/p>\n<p>She said the OPSWA \u201cwelcomes any support <span class=\"hit\">to<\/span> be recognized as equal members of the interprofessional health team.\u201d<\/p>\n<p>Meanwhile, inter-home movement is still happening, say front-line workers. Hamilton-area PSW Cindy Hasler told The Spectator earlier this week that some workers don\u2019t have time <span class=\"hit\">to<\/span> even shower between jobs.<\/p>\n<p>Still, unions and advocacy groups worry workers will lose out on pay \u2014 and homes <span class=\"hit\">could<\/span> lose out on staff \u2014 if they have <span class=\"hit\">to<\/span>choose one job.<\/p>\n<p>\u201cWe\u2019re very aware of how many <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> workers <span class=\"hit\">work<\/span> multiple jobs,\u201d said Natalie Mehra, director of the <span class=\"hit\">Ontario<\/span> Health Coalition. \u201cEven if they <span class=\"hit\">could<\/span> increase the workers\u2019 hours, that would leave a number of homes completely devastated of staff.\u201d<\/p>\n<p><span class=\"hit\">In<\/span> principle, Mehra agrees with <span class=\"hit\">B.C<\/span>.\u2019<span class=\"hit\">s<\/span> model. She\u2019s just not sure how it would <span class=\"hit\">work<\/span> here.<\/p>\n<p>\u201cAt this point, the staffing shortages are indescribable, unspeakable,\u201d she said, calling \u201ccrisis\u201d too weak a word. \u201cThe problem is, where are they going <span class=\"hit\">to<\/span> find the staff for all the homes? If the idea is not <span class=\"hit\">to<\/span> cause harm, <span class=\"hit\">in<\/span> some cases would that not cause more harm than good?\u201d<\/p>\n<p><span class=\"hit\">In<\/span> any case, the province won\u2019t say if it\u2019s considering a B.C.-type <span class=\"hit\">approach<\/span>.<\/p>\n<p>\u201cAll options for protecting staff and resident safety continue <span class=\"hit\">to<\/span> be on the table as we address this serious, evolving situation,\u201d said Ministry of <span class=\"hit\">Long<\/span>&#8211;<span class=\"hit\">Term<\/span> <span class=\"hit\">Care<\/span> spokesperson Gillian Sloggett, when asked if <span class=\"hit\">Ontario<\/span> is looking <span class=\"hit\">to<\/span> replicate <span class=\"hit\">B.C<\/span>.\u2019<span class=\"hit\">s<\/span> model.<\/p>\n<p>Sloggett said the province is giving <span class=\"hit\">long<\/span>&#8211;<span class=\"hit\">term<\/span> <span class=\"hit\">care<\/span> homes \u201cmuch-needed flexibility and funds\u201d by amending regulations and producing $243 million <span class=\"hit\">in<\/span> emergency <span class=\"hit\">COVID<\/span>&#8211;<span class=\"hit\">19<\/span> funding, allowing homes <span class=\"hit\">to<\/span> \u201crapidly hire personal support workers and other front-line staff they need, when they need them.\u201d<\/p>\n<p>\u201cFunds are directly available <span class=\"hit\">to<\/span> help homes cover the incremental costs of increasing hours for part-time staff <span class=\"hit\">to<\/span> help those staff <span class=\"hit\">to<\/span> limit their <span class=\"hit\">work<\/span> locations,\u201d she said. \u201cThis comes hand <span class=\"hit\">in<\/span> hand with clear direction from Dr. David Williams, <span class=\"hit\">Ontario\u2019s<\/span> chief medical officer of health, for homes <span class=\"hit\">to<\/span> <span class=\"hit\">work<\/span> with employees <span class=\"hit\">to<\/span> limit their number of <span class=\"hit\">work<\/span> locations wherever possible.\u201d<\/p>\n<p><a href=\"https:\/\/www.thespec.com\/news\/hamilton-region\/2020\/04\/10\/could-bcs-approach-to-long-term-care-covid-19-outbreaks-work-in-ontario.html\"><span style=\"color: #3366ff;\">Click here for original article<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(April 10, 2020) By: Katrina Clarke, The\u00a0Hamilton Spectator After the deadly outbreak at the Lynn Valley Centre care home in North Vancouver, British Columbia is tackling COVID&#8211;19 outbreaks in long&#8211;term care homes by mandating workers only work at one home, designating them public service workers, hiring them full-time and paying them standardized wages.
