In 2017,\u00a0Barbara Weigelt<\/a><\/span>\u2019s husband had been in and out of the hospital for a year and a half with serious health issues when, all of a sudden, she faced a choice.<\/p>\n

Her then-75-year-old husband, Keld Weigelt, could either move into palliative care or be cared for at home.<\/p>\n

\u201cWe were very unsure of what to do, because I\u2019m a senior as well, so obviously it would\u2019ve been difficult for me to know whether or not I\u2019d be capable of caring for him,\u201d said the 73-year-old Hamilton resident.<\/p>\n

Despite that, she and her kids \u2014 her son lives abroad and her daughter has a family of her own \u2014 knew that staying in the hospital was going to be hard on him.<\/p>\n

\u201cEven though we didn\u2019t know what the outcome would be, we just knew that he had to be home,\u201d said Weigelt. \u201cThen there was the dilemma of how we were going to manage that.\u201d<\/p>\n

Thankfully, someone approached Weigelt at the hospital with a third option:\u00a0<\/span>home care<\/span><\/a>.<\/p>\n

Home care involves a variety of health services which allow patients to live at home while preparing or recovering from surgery or living with chronic conditions. Services can include personal care, nursing, physiotherapy or other forms of care.<\/p>\n

With the large number of COVID-19 outbreaks and deaths in long-term care,\u00a0more older people<\/a><\/span>\u00a0want to live at home as long as possible. At the same time, less than half of Canadians say they\u2019re prepared to become caregivers, according to a National Institute on Ageing survey.<\/p>\n

Home care is funded by Ontario\u2019s Ministry of Health and Long-term Care, but with insufficient funding and staff, access remains a challenge.<\/p>\n

Home care is \u201ca hugely necessary service,\u201d said Natalie Mehra, executive director for the\u00a0Ontario Health Coalition<\/a><\/span>, pointing to fewer hospital beds and long wait lists for long-term care homes.<\/p>\n

In 2015-16, more than 700,000 Ontarians received care through Community Care Access Centres, non-profit organizations that used to manage home care before it fell to Local Health Integration Networks. After the province\u00a0passed Bill 175<\/a><\/span>\u00a0in July, provider companies could take charge of managing care.<\/p>\n

But Mehra said staffing and funding shortages mean many eligible patients don\u2019t get the care they need. She added that when provider companies are themselves taking charge, it means there\u2019s little accountability.<\/p>\n

Workers \u201coften\u201d don\u2019t show up, Mehra said. \u201cIt happens all the time. It\u2019s the most common complaint in home care.\u201d<\/p>\n

Although home care is publicly funded, she said when it\u2019s not budgeted sufficiently, there are limits to how many clients providers can serve.<\/p>\n

\u201cThere\u2019s no right to access home care in the way that there\u2019s a right to access hospital care,\u201d Mehra said.<\/p>\n

After Weigelt learned about home care from a representative at\u00a0SE Health<\/a>\u00a0<\/span>\u2014 a non-profit care provider \u2014 she had a nurse assigned to her husband who was on-call 24-7 and was their point of contact for other services.<\/p>\n

Weigelt says it had a lasting impact within a few months. She noted that her husband didn\u2019t want his loved ones to see him in the hospital, but with home care, he could recover surrounded by family and friends.<\/p>\n

\u201cMy husband basically recovered,\u201d Weigelt said. \u201cBeing out of the hospital improved his state of mind.\u201d<\/p>\n
