Experts say push to remove so-called \u2019red tape\u2019 only makes it easier to hire LTC workers on short-term precarious contracts<\/p>\n

Some of Ontario\u2019s top long-term care home companies are pushing Ontario\u2019s government to allow them to replace qualified healthcare workers with more precarious staff who aren\u2019t subject to annual background checks.<\/p>\n

According to the office of Ontario\u2019s Integrity Commissioner, the Ontario Long-term Care Association is currently lobbying Doug Ford\u2019s government \u201crequesting changes to the Long Term Care Homes Act to reduce red tape and unleash capacity within the sector, as specified in the Association\u2019s October 2019 Red Tape Reduction submission to government.\u201d<\/p>\n

OLTCA is a lobby group that describes itself as the \u201cvoice\u201d of Ontario\u2019s LTC sector. The group\u2019s\u00a0board of directors<\/a>\u00a0is dominated by names from the province\u2019s private, for-profit LTC companies, including Sienna, Chartwell, Revera and Extendicare.<\/p>\n

The OLTCA\u2019s\u00a0document<\/a>\u00a0calls on the Ford government to change requirements that, among other things, new hires complete a \u201cVulnerable Sector Screening\u201d six months prior to being hired to a full year:<\/p>\n

\u201cA police record check, including a Vulnerable Sector Screening (VSS) that has been conducted at least six months prior to hiring, is required for all new staff. This results in delays, often of several weeks and sometimes months, before the home can onboard newly hired staff at a time of severe staff shortages. In addition, every year, staff working in long-term care homes must sign an attestation to maintain their employment and all registered staff must also complete the same process to maintain their licensure through their respective professional college. These are important safeguards but the current redundancies result in lost care days due to hiring delays.\u201d<\/p><\/blockquote>\n

In a statement to\u00a0PressProgress<\/em>, a spokesperson for\u00a0the OLCTA said the lobby group wants to eliminate their \u201cred tape concerns\u201d regarding criminal background checks in order to \u201calleviate the human resources emergency\u201d facing LTC homes:<\/p>\n

\u201cCOVID-19 has exacerbated longstanding systemic issues in long-term care, including a pre-existing staffing shortage \u2026 Addressing the red tape concerns identified within OLTCA\u2019s report will be critical to helping alleviate the human resources emergency and administrative burdens that take staff away from resident care.\u201d<\/p><\/blockquote>\n

York University sociology professor Pat Armstrong said LTC companies could also get around the \u201cburden\u201d of six-month screening by simply hiring people for longer contracts.<\/p>\n

\u201cHire people full-time and more often, and you\u2019ll have fewer problems getting VSS,\u201d Armstrong noted.<\/p>\n

Candace Rennick, the Secretary-Treasurer of CUPE Ontario, said LTC lobbyists have been pushing to remove regulations for decades prior to the COVID-19 pandemic.<\/p>\n

\u201cOver the past few decades, the OLTCA has successfully lobbied for removing a minimum care standard, as well an array of other regulatory changes to increase profits,\u201d Rennick told\u00a0PressProgress<\/em>.<\/p>\n

\u201cThat isn\u2019t surprising considering that 10 of their 12 board members represent for-profit firms, including big chains such as Extendicare, Chartwell and Sienna.\u201d<\/p>\n

Natalie Mehra, Executive Director of the Ontario Health Coalition, added that what the lobbyists are \u201cpushing for is completely contrary to the public interest and they should be ashamed.\u201d<\/p>\n

\u201cThe criminal record checks take a long time and there\u2019s no way to expedite them but nonetheless, obviously you need some standards for staff in the homes,\u201d Mehra told\u00a0PressProgress<\/em>. \u201cThese are vulnerable people who can\u2019t speak for themselves in the main.\u201d<\/p>\n

The OLTCA\u2019s\u00a0document<\/a>\u00a0also includes a dozen other recommendations they claim will help LTC homes boost capacity sufficiently to improve care quality.<\/p>\n

Those recommendations include scrapping requirements that long-term care homes retain at least one registered nurse on duty and that only qualified Personal Support Workers do direct patient care.<\/p>\n

Armstrong says she sees a\u00a0\u201cfundamental contradiction here.\u201d<\/p>\n

\u201cOn the one hand, they say residents\u2019 care needs are becoming more acute, at the same time they want to reduce the skills in the people who provide them with care,\u201d Armstrong told\u00a0PressProgress<\/em>.<\/p>\n

\u201cFeeding someone with dementia and a number of other complex issues is skilled work. Giving people a bath, especially a slippery, resisting person is skilled work, trying to preserve their dignity is very complicated.\u201d<\/p>\n
