{"id":16485,"date":"2021-03-17T10:59:24","date_gmt":"2021-03-17T14:59:24","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=16485"},"modified":"2021-03-29T11:07:33","modified_gmt":"2021-03-29T15:07:33","slug":"doug-fords-director-of-pandemic-response-was-a-private-health-lobbyist-for-shoppers-drug-mart","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/doug-fords-director-of-pandemic-response-was-a-private-health-lobbyist-for-shoppers-drug-mart\/","title":{"rendered":"Doug Ford\u2019s \u2018Director Of Pandemic Response\u2019 Was a Private Health Lobbyist For Shoppers Drug Mart"},"content":{"rendered":"<p>(March 16, 2021)<\/p>\n<p>By: PressProgress<\/p>\n<p>The Ford\u2019s government\u2019s \u201cDirector of Pandemic Response\u201d is a former private health lobbyist with a firm representing Shoppers Drug Mart and other companies seeking COVID-19 related contracts.<\/p>\n<p>Emily Beduz became the Ministry of Health\u2019s\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/archive.is\/wip\/GlCZG\" target=\"_blank\" rel=\"noopener\">\u201cDirector of Pandemic Response\u201d<\/a><\/span>\u00a0in October 2020 after working as a senior policy advisor for the Ministry,\u00a0 starting in September 2018.<\/p>\n<p>According to her <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.linkedin.com\/in\/emily-beduz-35ba5528\" target=\"_blank\" rel=\"noopener\">LinkedIn<\/a><\/span>, Beduz\u2019s policy analyst gig followed her time working for the Progressive Conservative Party and producing for the defunct right-wing news channel Sun TV.<\/p>\n<p>Prior to her job in the Ministry of Health, Beduz served as a lobbyist at Santis Health, one of Canada\u2019s largest health care lobby firms.<\/p>\n<p>Santis Health<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/ipolitics.ca\/2017\/04\/06\/philpott-defends-staffer-hired-at-toronto-gr-firm\/\" target=\"_blank\" rel=\"noopener\">made headlines<\/a>\u00a0<\/span>in 2017 when then federal health minister Jane Philpott\u2019s parliamentary affairs director joined its lobby roster after leaving government. iPolitics reported Santis Health had lobbied the director personally on behalf of Shoppers over \u201ce-health policy.\u201d<\/p>\n<p>Santis Health\u2019s website describes itself as key to leveraging \u201cpartnerships\u201d in government:<\/p>\n<blockquote><p>\u201cWorking at the intersection of health care, policy, politics and innovation across Canada, we help clients navigate the system, overcome obstacles, develop partnerships, and accelerate success \u2026. Our federal and provincial government relations experts know what it takes to get government on your side.\u201d<\/p><\/blockquote>\n<p>Beduz began at Santis Health April 6, 2018. The company listed her \u201cproductive relationships with stakeholders and members of provincial parliament\u201d among her key assets in a<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"http:\/\/santishealth.ca\/insights\/former-pc-policy-advisor-emily-beduz-joins-santis-health-as-consultant\/\" target=\"_blank\" rel=\"noopener\">2018 press release<\/a><\/span>:<\/p>\n<blockquote><p>For more than three years, Emily was the policy advisor on health to the PC leader, working closely with the critic\u2019s office and advising caucus on health policy matters. Prior to Queen\u2019s Park, she also spent time working in live TV production at Sun Media and for the Mayor of the City of Toronto. Emily brings to Santis her effective research skills, a strong understanding of municipal and provincial politics, and strong, productive relationships with stakeholders and Members of Provincial Parliament across party lines. Santis Health is a Toronto- and Ottawa-based public affairs, strategic advisory, public policy, marketing and communication consultancy that is dedicated to providing first-class counsel and support for clients exclusively in the health care and life sciences sectors.<\/p><\/blockquote>\n<p>As a lobbyist, Beduz met with cabinet representatives on behalf of a<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/pressprogress.ca\/wp-content\/uploads\/2021\/03\/PDF-2021-03-01-1.pdf\" target=\"_blank\" rel=\"noopener\">number of clients<\/a><\/span>\u00a0\u2014 including<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/pressprogress.ca\/wp-content\/uploads\/2021\/03\/PDF-2021-03-02.pdf\" target=\"_blank\" rel=\"noopener\">Shoppers Drug Mart<\/a><\/span>.<\/p>\n<p>Shoppers Drug Mart reported in its filing with Ontario\u2019s integrity commissioner, it was \u201cseeking policy changes that will allow Shoppers Drug Mart to improve Ontario\u2019s health care system.\u201d<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/pressprogress.ca\/wp-content\/uploads\/2021\/03\/image-2021-03-09.jpg\" width=\"641\" height=\"168\" \/><\/p>\n<p><em>Office of the Integrity Commissioner of Ontario<\/em><\/p>\n<p>Shoppers Drug Mart has continued to lobby the Ford government since that time.<\/p>\n<p>Back in August, the Ford government<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/toronto.ctvnews.ca\/covid-19-testing-could-soon-be-done-at-shoppers-drug-mart-1.5077198?cache=ngyhfzxv%3FautoPlay%3Dtrue%3Fot%3DAjaxLayout\" target=\"_blank\" rel=\"noopener\">\u00a0entered into talks with Shoppers\u2019 parent company Loblaws<\/a><\/span>\u00a0to offer COVID-19 tests at its pharmacies across the province. A month later, Shoppers was listed as one of the companies<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/news.ontario.ca\/en\/release\/58492\/ontario-expands-covid-19-testing-to-pharmacies\">tapped by the province to provide COVID-19 testing<\/a><\/span>.<\/p>\n<p>Ontario Health Coalition executive director Natalie Mehra said pharmacies like Shoppers Drug Mart have been actively lobbying for COVID-19 contracts.<\/p>\n<p>\u201cUnder the cover of the pandemic, there had been a lot of privatization. And it really does seem that whoever makes a proposal to Doug Ford\u2019s government gets a contract,\u201d Mehra told\u00a0<em>PressProgress<\/em>.<\/p>\n<p>\u201cThat includes pharmacies for testing, we have assessment centres all over Ontario the government could have added staff to do COVID-19 testing, instead they gave contracts to Shoppers Drug Mart and Rexall,\u201d Mehra noted. \u201cThey had to pass a regulation to allow them to do it rather than add capacity to the public system.\u201d<\/p>\n<p>Beduz also led a reported talk at a July 2018 Santis Health post-election conference.<\/p>\n<div class=\"col-xs-12 col-sm-10 col-sm-offset-1 content single__content \">\n<p>A related Santis Health tweet reads, \u201cSantis Consultant Emily Beduz breaks down the political lay of the land at this morning\u2019s workshop.\u201d<\/p>\n<p>The slide behind Beduz states that \u201cFord\u2019s campaign health advisor has been appointed to a new role,\u201d referring to Dr. Rueben Devlin, the Premier\u2019s \u201cimproving healthcare and ending hallway medicine\u201d council chair. He was the past CEO of Humber River hospital from 1999-2016 and Tory party president from 1998-2000.<\/p>\n<p>Devlin\u2019s consultations were\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.thestar.com\/politics\/provincial\/2019\/01\/31\/ontario-health-care-super-agency-would-allow-more-privatization-confidential-draft-bill-shows.html\" target=\"_blank\" rel=\"noopener\">linked<\/a><\/span>\u00a0to Minister Elliott\u2019s leaked plans to potentially replace existing LINHs with a superagency, able to more-freely<a href=\"https:\/\/pressprogress.ca\/3-things-you-need-to-know-about-doug-fords-sneaky-plan-to-introduce-privatized-healthcare-in-ontario\/\" target=\"_blank\" rel=\"noopener\">\u00a0<span style=\"color: #3366ff;\">privatize sectors of Ontario\u2019s healthcare system.<\/span><\/a><\/p>\n<p>Asked about Beduz\u2019s past with the lobby firm, Santis Health Principal Patrick Nelson told\u00a0<em>PressProgress:<\/em><\/p>\n<blockquote><p>\u201cEmily Beduz worked for Santis Health. She then went on to work for the government of Ontario. At Santis, Emily provided strategic advice to several clients and regularly gave presentations to groups of organizations. We are always pleased when our employees go on to take on other important work, but we were sad to see her leave. Santis Health is regularly in contact with officials in the provincial government.
