{"id":17866,"date":"2021-08-19T15:25:31","date_gmt":"2021-08-19T19:25:31","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=17866"},"modified":"2021-09-27T15:06:36","modified_gmt":"2021-09-27T19:06:36","slug":"harris-addresses-for-profit-long-term-care-tees-off-on-federal-oversight","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/harris-addresses-for-profit-long-term-care-tees-off-on-federal-oversight\/","title":{"rendered":"Harris addresses for-profit long-term care, tees off on federal oversight"},"content":{"rendered":"<p>(August 18, 2021)<\/p>\n<p>By: Stu Campaigne, BayToday News Reporter<\/p>\n<p>CALLANDER, Ont. \u2014 As is tradition, Mike Harris helped tee off the 23rd Annual Osprey Links Charity Golf Gala, Wednesday, and took a few minutes before heading out on the course\u00a0to share his views on a few hot-button subjects, including the state of long-term care.<\/p>\n<p>Harris is well-positioned to speak on the matter as he played a role in expanding long-term care privatization in the province during his political career and now serves as the <a class=\"ga ga-ext\" href=\"https:\/\/investors.chartwell.com\/English\/corporate-overview\/management-directors\/default.aspx?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/investors.chartwell.com\/English\/corporate-overview\/management-directors\/default.aspx\"><span style=\"color: #3366ff;\">Chair of the Board<\/span><\/a> of <a class=\"ga ga-ext\" href=\"https:\/\/investors.chartwell.com\/company-profile\/?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/investors.chartwell.com\/company-profile\/\"><span style=\"color: #3366ff;\">Chartwell Retirement Residences<\/span><\/a>, a for-profit chain of over 200 nursing and seniors&#8217; homes.<\/p>\n<p>Asked whether the privatization model for long-term care should continue in light of the thousands of deaths during the COVID-19 pandemic Harris was quick to defend the private sector.<\/p>\n<p>&#8220;If you actually analyze the facts honestly there&#8217;s very little difference in any of them,&#8221; between municipal, not-for-profit, and private facilities, Harris observed. &#8220;In fact, the private homes have a lot more to lose than the non-profits.&#8221;<\/p>\n<p>To date, the <a class=\"ga ga-ext\" href=\"https:\/\/covid-19.ontario.ca\/data\/long-term-care-homes?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/covid-19.ontario.ca\/data\/long-term-care-homes\"><span style=\"color: #3366ff;\">deaths of 3,793 long-term care residents in Ontario<\/span><\/a> have been attributed to COVID-19.<\/p>\n<p>During the first wave of the pandemic from March to August 2020, residents of long-term care and retirement homes accounted for more than <a class=\"ga ga-ext\" href=\"https:\/\/www150.statcan.gc.ca\/n1\/pub\/45-28-0001\/2021001\/article\/00025-eng.htm?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/www150.statcan.gc.ca\/n1\/pub\/45-28-0001\/2021001\/article\/00025-eng.htm\"><span style=\"color: #3366ff;\">80 per cent of all reported national COVID-19 deaths<\/span><\/a>.<\/p>\n<p>This <a class=\"ga ga-ext\" href=\"https:\/\/theconversation.com\/non-profit-long-term-care-homes-have-lost-too-many-residents-to-covid-19-161060?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/theconversation.com\/non-profit-long-term-care-homes-have-lost-too-many-residents-to-covid-19-161060\"><span style=\"color: #3366ff;\">report<\/span><\/a> from <i>The Conversation <\/i>includes\u00a0a model\u00a0that &#8220;predicts\u00a0if all long-term care homes had been government-run, 1,348 residents would have died during the pandemic \u2014 less than half of the 3,790 long-term care deaths actually experienced. That same modelling predicts 4,977 deaths if all long-term care was for-profit, and 2,822 if all homes were non-profit.&#8221;<\/p>\n<p>The Ontario\u00a0Health Coalition also released an <a class=\"ga ga-ext\" href=\"https:\/\/www.ontariohealthcoalition.ca\/index.php\/death-rates-in-long-term-care-by-ownership-release\/?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/www.ontariohealthcoalition.ca\/index.php\/death-rates-in-long-term-care-by-ownership-release\/\"><span style=\"color: #3366ff;\">analysis of long-term care deaths<\/span><\/a> in the first months of the pandemic, finding elevated mortality rates in residents of for-profit long-term care facilities.<\/p>\n<p>&#8220;It&#8217;s been a challenge for all of us,&#8221; Harris continued, &#8220;and I think governments, certainly around North America, and in Europe, as well, have made mistakes in how they treated long-term care homes with the emphasis on protecting hospitals.<\/p>\n<p>&#8220;Hindsight&#8217;s great to look at. Hopefully, we&#8217;ve learned lessons from all of this. I don&#8217;t think the actual ownership structure is as big a challenge as was the number of older homes that hadn&#8217;t been rebuilt and hadn&#8217;t been modernized \u2014 both for-profit and not-for-profit \u2014 that&#8217;s been the biggest challenge.&#8221;<\/p>\n<p>Dr. Vivian Stamatopoulos, a\u00a0researcher and long-term care\u00a0advocate says a pattern of resident neglect has emerged as privatization has spread.<\/p>\n<p>&#8220;Before that, they were better staffed, predominantly by nursing staff. Over the last 20 years, when the for-profit model really gained dominance in Ontario, that&#8217;s when we started to see an overhaul in the system,&#8221; <a class=\"ga ga-ext\" href=\"https:\/\/www.barrietoday.com\/coronavirus-covid-19-local-news\/voices-of-long-term-care-calls-for-provincial-accountability-as-covid-deaths-increase-3303546?utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/www.barrietoday.com\/coronavirus-covid-19-local-news\/voices-of-long-term-care-calls-for-provincial-accountability-as-covid-deaths-increase-3303546\"><span style=\"color: #3366ff;\">Stamatopoulos told Village Media<\/span><\/a> in January.<\/p>\n<p><em>The Toronto Star<\/em> <span style=\"color: #3366ff;\"><a class=\"ga ga-ext\" style=\"color: #3366ff;\" href=\"https:\/\/www.thestar.com\/news\/gta\/2020\/12\/26\/big-for-profit-long-term-care-companies-paid-out-more-than-170-million-to-investors-through-ontarios-deadly-first-wave.html?_ga=2.32128637.2139811805.1629297920-1692202396.1629297920&amp;utm_source=baytoday.ca&amp;utm_campaign=baytoday.ca&amp;utm_medium=referral\" target=\"_blank\" rel=\"noopener\" data-ga-category=\"OutboundLink\" data-ga-action=\"OutboundLink\" data-ga-label=\"https:\/\/www.thestar.com\/news\/gta\/2020\/12\/26\/big-for-profit-long-term-care-companies-paid-out-more-than-170-million-to-investors-through-ontarios-deadly-first-wave.html?_ga=2.32128637.2139811805.1629297920-1692202396.1629297920\">reported<\/a><\/span> in December 2020 for-profit companies Extendicare, Sienna Senior Living, and Chartwell Retirement Residences paid out total dividends to their shareholders of over $170 million for the first three-quarters of that year while being concurrently subsidized for wages for their front-line workers through the Ontario government to the tune of $138.5 million.<\/p>\n<p>Earlier this year, <a href=\"https:\/\/www.baytoday.ca\/local-news\/opposition-to-harris-order-of-ontario-appointment-3230660\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">Harris\u00a0was named to the Order of Ontario, a move that caused some controversy<\/span><\/a>.<\/p>\n<p>Asked if he favoured a set of national standards for long-term care delivery, Harris bristled at the suggestion.<\/p>\n<p>&#8220;The federal government is always quick to say we&#8217;ll have national standards \u2014 whether for daycare, for health care, for long-term care \u2014 but it&#8217;s the flavour of the week and it makes good politics.<\/p>\n<p>&#8220;Practically, it makes no sense because it&#8217;s all provincial responsibility. It&#8217;s easy to say. Are they going to put up the dollars to take over health care?
