{"id":17879,"date":"2021-08-20T16:43:04","date_gmt":"2021-08-20T20:43:04","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=17879"},"modified":"2021-09-15T11:31:33","modified_gmt":"2021-09-15T15:31:33","slug":"doug-fords-government-wants-to-privatize-parts-of-the-health-care-system-to-reduce-covid-19-surgical-backlo","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/doug-fords-government-wants-to-privatize-parts-of-the-health-care-system-to-reduce-covid-19-surgical-backlo\/","title":{"rendered":"Doug Ford\u2019s Government Wants to Privatize Parts of the Health Care System To Reduce COVID-19 Surgical Backlog"},"content":{"rendered":"<p>(August 19, 2021)<\/p>\n<p>By: PressProgress<\/p>\n<p>The Ford government\u2019s plan to help Ontario\u2019s hospitals clear their surgery backlog involves further privatizing parts of the province\u2019s health care system.<\/p>\n<p>One of the Ford government\u2019s <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/pressprogress.ca\/ontarios-underfunded-hospitals-cant-handle-growing-backlog-of-surgeries-medical-official-warns\/\" target=\"_blank\" rel=\"noopener\">consistent responses<\/a><\/span> to COVID-19 has included measures aimed at saving space in Ontario\u2019s long-underfunded hospitals by cancelling \u201cnon-essential\u201d or elective surgical procedures.<\/p>\n<p>After three successive lockdowns, many hospitals now face a <a href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/covid-19-ontario-july-28-2021-surgical-backlog-recovery-1.6120588\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">steep surgery backlog<\/span><\/a>.<\/p>\n<p>In response, Ford\u2019s government promised a $312 million plan to streamline procedures, boost capacity and, seemingly, to expand private healthcare.<\/p>\n<p>An Ontario government <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/news.ontario.ca\/en\/release\/1000613\/ontario-ramping-up-efforts-to-reduce-surgical-wait-times\" target=\"_blank\" rel=\"noopener\">announcement<\/a><\/span> at the end of July promised:<\/p>\n<blockquote><p><em>\u201cIncrease health system capacity through community alternatives to hospital care: A new investment of up to $24 million to increase volumes of low-risk, publicly funded surgical and diagnostic services in independent health facilities and to support the licensing of new independent health facilities for existing services.\u201d<\/em><\/p><\/blockquote>\n<p>Independent Health Facilities are non-hospital health sites that perform medically-necessary operations typically done in-hospital. While some IHFs are non-profits, according to the Ontario Health Coalition, <a href=\"https:\/\/pressprogress.ca\/doug-fords-government-is-looking-for-private-corporations-to-perform-eye-surgeries-in-ontario\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">97% of current IHFs are for-profit companies<\/span><\/a>.<\/p>\n<p>Back in January, the Ford government announced it was looking to license <a href=\"http:\/\/www.health.gov.on.ca\/en\/public\/programs\/ihf\/applications.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">\u201cindependent health facilities\u201d<\/span><\/a> to <a href=\"https:\/\/pressprogress.ca\/doug-fords-government-is-looking-for-private-corporations-to-perform-eye-surgeries-in-ontario\/\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">perform eye surgeries in place of hospitals<\/span><\/a>. The Ministry of Health issued a <a href=\"http:\/\/www.health.gov.on.ca\/en\/public\/programs\/ihf\/applications.aspx\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">\u201ccall for applications\u201d<\/span><\/a> on <a href=\"http:\/\/www.health.gov.on.ca\/en\/public\/programs\/ihf\/docs\/IHF_application_guidelines.pdf\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">January 15<\/span><\/a> and clarified applicants could be a \u201ccorporation\u201d rather than an opthamologist:<\/p>\n<blockquote><p><em>\u201cThe Applicant does not need to be an ophthalmologist. The Applicant could be a corporation that operates a Health Facility that meets the criteria for submitting an Application.\u201d<\/em><\/p><\/blockquote>\n<p>University of Calgary law professor Lorian Hardcastle told <em>PressProgress<\/em> \u201cthe government is contracting with private facilities to deliver publicly-funded services, as opposed to delivering those surgeries in public hospitals.\u201d<\/p>\n<p>And that poses risks for equal access to healthcare.<\/p>\n<p>\u201cThese facilities target the least complex and most simple cases,\u201d Hardcastle said.<\/p>\n<p>\u201cWe have a finite number of health professionals, and if they are drawn to working at these private facilities, these least complex cases could end up receiving treatment more quickly, while those with more complex medical needs who often require surgery more urgently may have to wait longer for care in public hospitals.\u201d<\/p>\n<p>Dr. Danyaal Raza, a St. Michael\u2019s Hospital, Unity Health Toronto physician and board member of Canadian Doctors For Medicare, said introducing a profit-motive into Ontario\u2019s health care system could exploit patients and raise ethical concerns.<\/p>\n<p>\u201cI\u2019d call this the corporatization of health care,\u201d Raza told <em>PressProgress.<\/em>\u201cThis is problematic not only because of the cost to government, but because many for-profit centres levy extra fees to patients in the form of \u2018upselling\u2019 services.<\/p>\n<p>\u201cPatients may not realize they have the option to decline, and may not make a difference to their medical outcomes.\u201d<\/p>\n<p><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/pressprogress.ca\/doug-fords-government-wants-to-privatize-parts-of-the-health-care-system-to-reduce-covid-19-surgical-backlog\/\" target=\"_blank\" rel=\"noopener\">Click here for original article<\/a><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(August 19, 2021) By: PressProgress The Ford government\u2019s plan to help Ontario\u2019s hospitals clear their surgery backlog involves further privatizing parts of the province\u2019s health care system.
