(Jean Delisle\/CBC)<\/em><\/figcaption><\/figure>\n<div class=\"story\">\n<p>When the surge of COVID-19 cases began to hit long-term care homes in the spring of 2020, nursing home workers were calling Ontario&#8217;s Ministry of Labour, Training and Skills Development to blow the whistle on unsafe working conditions, according to documents obtained by CBC News.<\/p>\n<p>In response, the ministry, tasked with ensuring the safety of workers in the province, advised its inspectors to conduct field visits\u00a0by phone\u00a0\u2014\u00a0even as\u00a0outbreaks in long-term care facilities multiplied.<\/p>\n<section id=\"inread-wrapper-id-41529094\"><\/section>\n<p>&#8220;I feel that they let us down,&#8221; said a worker from a Revera-run nursing home, who asked not to be named\u00a0for fear of reprisal.<\/p>\n<p>&#8220;If they would have actually been able to come in and see the environment that we were working in, and see how people were suffering, they would have seen the health and safety inadequacies that were happening.&#8221;<\/p>\n<p>Through a freedom-of-information request, CBC News obtained from the ministry the health and safety reports from nine long-term care homes in eastern Ontario, covering the period between March and November 2020.<\/p>\n<p>Many of the documents\u00a0\u2014\u00a0including reports from some of\u00a0the region&#8217;s\u00a0hardest-hit homes\u00a0\u2014\u00a0contain\u00a0hundreds of blacked-out pages.<\/p>\n<p>But the emails, reports and handwritten notes\u00a0still illustrate key issues at several homes as the pandemic began, including complaints about a lack of proper protective equipment (PPE), poor communication with staff, fear of reprisals for speaking out about issues and concerns about staffing shortages.<\/p>\n<p>Over the past year-and-a-half, close to 1,000 nursing home workers in Ottawa alone have tested positive for COVID-19.\u00a0Some were among those hospitalized. Some have never returned to work. Three workers in the region died.<\/p>\n<h2>&#8216;Very dangerous&#8217; situation<\/h2>\n<p>In reports from Stoneridge Manor, in Carleton Place, Ont., which experienced its\u00a0first outbreak in early April 2020, a nurse wrote to the ministry on April 6, concerned about a &#8220;lack of appropriate measures and procedures to respond to COVID.&#8221;<\/p>\n<p>One resident had already died and\u00a0staff members were getting sick.<\/p>\n<p>The nurse called the situation &#8220;very dangerous,&#8221; and asked the ministry to interview &#8220;all the RNs on site \u2026 by attending the workplace.&#8221; Records show a field visit was done by phone two days later, on April 8.<\/p>\n<p>Over the course of the pandemic,\u00a053 residents in the 60-bed facility have tested positive for COVID-19 and\u00a0six died.\u00a0Thirty workers tested positive and several were very ill.<\/p>\n<h2><img loading=\"lazy\" decoding=\"async\" class=\"\" src=\"https:\/\/i.cbc.ca\/1.6200766.1633464917!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/protester.jpg\" sizes=\"auto, (max-width: 300px) 300px,(max-width: 460px) 460px,(max-width: 620px) 620px,(max-width: 780px) 780px,(max-width: 1180px) 1180px\" srcset=\"https:\/\/i.cbc.ca\/1.6200766.1633464917!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_300\/protester.jpg 300w,https:\/\/i.cbc.ca\/1.6200766.1633464917!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_460\/protester.jpg 460w,https:\/\/i.cbc.ca\/1.6200766.1633464917!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_620\/protester.jpg 620w,https:\/\/i.cbc.ca\/1.6200766.1633464917!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/protester.jpg 780w,https:\/\/i.cbc.ca\/1.6200766.1633464917!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_1180\/protester.jpg 1180w\" alt=\"\" width=\"708\" height=\"398\" \/><\/h2>\n<p><em>Protesters attend an Ontario Health Coalition rally in Ottawa on Oct. 4, calling for the government to fix the ailing long-term care system. (Jean Delisle\/CBC)<\/em><\/p>\n<h2>3,170 field visits<\/h2>\n<p>When asked by CBC about the lack of on-site visits in the early days of the pandemic,\u00a0Ontario&#8217;s Ministry of Labour, Training and Skills Development said in a statement\u00a0its inspectors\u00a0&#8220;have conducted over 3,170 COVID-19 field visits in the long-term care sector, issuing over 1,100 orders&#8221; since March 2020.<\/p>\n<p>In regards to the phone &#8220;field visits,&#8221; the ministry said:\u00a0&#8220;On March 16, 2020, under advice from the Chief Medical Officer of Health, the ministry paused most in-person field visits in long-term care homes while information about the pandemic was evolving.&#8221;<\/p>\n<p>CBC also asked Revera\u00a0about the\u00a0concerns outlined\u00a0in the documents regarding the company&#8217;s homes in eastern Ontario. A company spokesperson declined to comment.<\/p>\n<p>&#8220;There are pending lawsuits involving Revera long-term care homes in Ontario. (CBC)<\/em><\/p>\n<p>&#8220;They ended up locking up all of the masks, so the nurses didn&#8217;t have access to it,&#8221; said a worker from another Revera home, referring to the N95 respirators.<\/p>\n<p>Instead, she said, nurses and personal support workers (PSWs) were given one surgical mask to last an\u00a0entire shift.<\/p>\n<p>&#8220;We had to use those same masks to see every single patient. So whether we were in a COVID-positive room or not, we were still wearing the same mask.&#8221;<\/p>\n<h2>Staff deaths at Madonna<\/h2>\n<p>At Madonna Care Community in Orleans, Ont., two employees died after contracting COVID-19 in the spring of 2020.<\/p>\n<p>&#8220;One died within a week of being tested. We all broke down and cried,&#8221; said a worker at the care home, who asked not to be named for fear of retribution.<\/p>\n<p>&#8220;We had equipment, but we weren&#8217;t given it.\u2026 We didn&#8217;t have the staffing needed. We still don&#8217;t have the staff.&#8221;<\/p>\n<p>The documents show\u00a0an anonymous complaint was made to the Ministry of\u00a0Labour\u00a0on April 15, 2020,\u00a0warning that\u00a0Madonna\u00a0was &#8220;not taking necessary precautions and practices to protect workers from contracting COVID-19.&#8221;<\/p>\n<p>The complaint\u00a0said there was a lack of proper PPE, including N95 masks that were locked away, and a lack of contact tracing and surveillance.<\/p>\n<p>Twelve days later, on April 27, a ministry inspector conducted a field visit\u00a0by phone. In the meantime, a Madonna staff member\u00a0had died on April 21. Another worker\u00a0died in May.<\/p>\n<p>No fatality reports or any details about the staff deaths are included in the Ministry of Labour documents;\u00a040 of the 93 pages concerning Madonna Care Community were blacked out.<\/p>\n<h2>&#8216;No sense of urgency&#8217;<\/h2>\n<p>&#8220;There was no real sense of urgency or understanding or acceptance of how critical the situation actually was. She says the Ministry of Labour showed &#8216;no sense of urgency&#8217; at the beginning of the pandemic, when workers were blowing the whistle inside Ontario&#8217;s long-term care homes. (CBC)<\/em><\/p>\n<p>When asked about access to PPE and staffing shortages, the parent company of Madonna, Sienna Living, said: &#8220;During the first wave of the pandemic, there was a global shortage of personal protective equipment.&#8221;<\/p>\n<p>The company noted that staffing continues to be a challenge as &#8220;many front-line workers have chosen to leave the field.&#8221;<\/p>\n<p>&#8220;We are strongly focusing on recruiting front-line providers within this highly competitive space by offering full-time hours, ongoing education and training,&#8221; the company said.<\/p>\n<h2>Staffing still an issue<\/h2>\n<p>With\u00a0most long-term care residents and many workers now fully vaccinated, the number of cases and outbreaks inside Ontario&#8217;s care homes have dropped significantly.<\/p>\n<p>Yet workers tell CBC\u00a0they&#8217;re still woefully understaffed, and many continue to\u00a0work\u00a0long shifts with few breaks. Even before the pandemic, turnover in the field was high <a href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/unions-call-hire-more-workers-long-term-care-bill-13-minimum-standards-1.5779074\" target=\"_blank\" rel=\"noopener\"><span style=\"color: #3366ff;\">due to difficult working conditions and low wages<\/span><\/a><span style=\"color: #3366ff;\">.<\/span><\/p>\n<p>The health and safety of long-term care workers continues to be a concern, according to Fiona Bailey, with the Service Employees International Union, which also represents long-term care workers.<\/p>\n<\/div>\n<p>For 15 years, she worked in housekeeping and as a personal support worker in a long-term care home.\u00a0Bailey said it&#8217;s important work that requires compassion and empathy \u2014 and more than a few weeks of training.<\/p>\n<p>&#8220;They sit by the bedside with some of these residents\u00a0[as]\u00a0they take their last breath. And that&#8217;s what scares me is if we don&#8217;t get better, if the government doesn&#8217;t do something, all those staff will be gone.&#8221;<\/p>\n<p>On Wednesday,\u00a0Ontario\u00a0announced<span style=\"color: #3366ff;\"> <a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/covid-19-ontario-october-6-2021-1.6201506\" target=\"_blank\" rel=\"noopener\">it is setting aside up to $270 million<\/a><\/span> to hire more than 4,000 long-term care workers by the end of the fiscal year.<\/p>\n<p><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/news\/canada\/ottawa\/ministry-of-labour-reports-long-term-care-homes-covid-staff-complaints-1.6200725\" target=\"_blank\" rel=\"noopener\">Click here for original article<\/a><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(October 7, 2021) By: Julie Ireton, CBC News Anaya Toelly, Stephanie Kocielski and Betty Yakimenko have family members at Madonna Care Community in Orleans, Ont., which experienced a COVID-19 outbreak early in the pandemic.
