{"id":18206,"date":"2021-12-04T13:33:16","date_gmt":"2021-12-04T18:33:16","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=18206"},"modified":"2021-12-12T13:36:24","modified_gmt":"2021-12-12T18:36:24","slug":"long-term-care-increasingly-for-profit-service-in-ontario-advocates-say","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/long-term-care-increasingly-for-profit-service-in-ontario-advocates-say\/","title":{"rendered":"Long-term care increasingly for-profit service in Ontario, advocates say"},"content":{"rendered":"<p>(<span class=\"updated-date__since\">December 3, 2021)<\/span><\/p>\n<p>By: Francis Racine, Ottawa Citizen<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/smartcdn.prod.postmedia.digital\/ottawacitizen\/wp-content\/uploads\/2021\/12\/859856574.jpg?quality=90&amp;strip=all&amp;w=288&amp;h=216\" alt=\"A stock photo of a long-term care facility residence.\" \/><\/p>\n<p><em><span class=\"caption\">A stock photo of a long-term care facility residence.<\/span>\u00a0<span class=\"credit\">PHOTO BY HEIKO119<\/span>\u00a0\/<span class=\"distributor\">Getty Images\/iStockphoto<\/span><\/em><\/p>\n<p>CORNWALL \u2014 A report by the Ontario Health Coalition released Monday revealed the majority of provincial licences to operate long-term care beds may well be allocated to private for-profit facilities.<\/p>\n<p>What\u2019s more, the Ontario Health Coalition, through its 72-page report titled Public Money, Private Profit: The Ford Government &amp; the Privatization of the Next Generation of Ontario\u2019s Long-Term Care, said more than 12,000 of these beds are slated to be given to private organizations with poor results during the COVID-19 pandemic.<\/p>\n<p>According to the report, a total of about 46,000 beds are to be built and licensed by approximately 2024-25, with an additional 15,000 new beds added by 2028-30. Currently, Ontario\u2019s stock of long-term care beds sits at about 77,000.<\/p>\n<p>The Health Coalitions of Cornwall, Kingston and Ottawa hosted a virtual media conference on Thursday to discuss the report and to share stories of challenges faced in the three cities.<\/p>\n<p>Louise Lanctot, president of the Cornwall &amp; Area Labour Council and co-chair of the Cornwall Health Coalition, spoke of uphill battles non-profit or municipally-run LTC facilities face when competing against for-profit counterparts.<\/p>\n<p>\u201cIn Cornwall, we have the Glen Stor Dun Lodge,\u201d she said. \u201cIt\u2019s the largest facility in our area and it was not given any beds because they didn\u2019t apply for any in this new round. The reason there is that the municipality doesn\u2019t have the money to put in the capital cost to do these beds.\u201d<\/p>\n<p data-async=\"\">A breakdown of the beds and licences proposed in eastern Ontario, taken from the report, is available\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.standard-freeholder.com\/news\/local-news\/eastern-ontario-ltc-statistics-from-ontario-health-coalition-report\" data-evt=\"click\" data-evt-typ=\"click\" data-evt-val=\"{&quot;control_fields&quot;: {&quot;mparticle&quot;: {&quot;keys&quot;: {&quot;click_source_type&quot;: &quot;click_source_type&quot;, &quot;anchor_text&quot;: &quot;anchor_text&quot;, &quot;target_url&quot;: &quot;target_url&quot;}, &quot;mp_event_type&quot;: &quot;Navigation&quot;, &quot;extra_keys&quot;: [&quot;click_vertical_position_percentage&quot;, &quot;click_vertical_position_pixels&quot;]}}, &quot;click_source_type&quot;: &quot;in-page link&quot;, &quot;anchor_text&quot;: &quot;here&quot;, &quot;target_url&quot;: &quot;https:\/\/www.standard-freeholder.com\/news\/local-news\/eastern-ontario-ltc-statistics-from-ontario-health-coalition-report&quot;}\">here<\/a><\/span>.<\/p>\n<p>Unlike private LTC facilities, non-profits don\u2019t always have access to large sums of capital funds.<\/p>\n<p>\u201cIn Long Sault, one of the homes there, run by Omni Care Healthcare, received 17 new beds and upgrades for 111 beds,\u201d Lanctot said. \u201cThis is a home that had a four-month COVID outbreak during the pandemic.\u201d<\/p>\n<p>She also alleged staff members at the home were refused N95 masks after being told no residents had tested positive for the virus yet.<\/p>\n<p>\u201cAs a result, many of those PSWs did catch COVID and one of them, I suspect, is permanently injured,\u201d Lanctot said. \u201cI spoke to her and she\u2019s on oxygen and needs a walker to get around.\u201d<\/p>\n<p>Matthew Gventer, chair of the Kingston Health Coalition, claimed the culture of LTCs in the province had been distorted by the for-profit sector.<\/p>\n<p>\u201cThey have had many years to correct problems that they have and now they are trying to correct it by getting us to pay for the new builds,\u201d he said. \u201cIn general, that reflects the problems that we have, with giving grants and allocating beds to the for-profits. They\u2019re motivation is not care, it\u2019s profit.\u201d<\/p>\n<p>When asked if she believed the ongoing COVID-19 pandemic had resulted in the uncovering of a multitude of issues in the private LTC sector, Ottawa Health Coalition\u2019s co-chair Mary Catherine McCarthy answered yes.<\/p>\n<p>\u201cI think that the pandemic exposed the lack of preparedness,\u201d she said. \u201cThe government wasn\u2019t prepared materially to handle the pandemic. I think that they were relying too much on the for-profit sector. There has been such a blatant disaster in nursing homes, with people dying not only of COVID, but also from starvation and neglect because they haven\u2019t gotten any care or not enough people to provide it.\u201d<\/p>\n<p>\u201cOne of their great frustrations (family members of residents) is that they have been speaking about this for years and no one was listening,\u201d added Ed Cashman, the co-chair of the Ottawa Health Coalition. \u201cThe additional frustration was that it was only when the military went in and wrote their report that the prime minister woke up. But the truth is that they knew about this.\u201d<\/p>\n<p>A handful of individuals, whose family members are currently residing or had resided in long-term care homes, also shared harrowing stories.<\/p>\n<p>Betty Yakimenko\u2019s mother lives in an Orl\u00e9ans long-term care home.<\/p>\n<p>\u201cAs soon as she went in, we could see the issues right away, just in terms of the care that she received, which we didn\u2019t feel were strong enough, knowing the type of people she was,\u201d she said. \u201cThere had been a couple of incidents in terms of a fall and something which I will call a medication mishap. She declined quite rapidly after that.<\/p>\n<p>\u201cWe would go in and she was sitting in a dirty diaper, let\u2019s put it that way. They would take her to a meal like that. That\u2019s ludicrous.\u201d<\/p>\n<p>A common misconception is that long-term care homes are only inhabited by elderly residents. Carlin Pethke, who is in his late 30s, resides at Maxville Manor. He has an aggressive form of multiple sclerosis.<\/p>\n<p>Pethke\u2019s father, Rainer Pethke, took part in the media conference, sharing what he thought would be ways in which lack of care could be tackled.
