{"id":18475,"date":"2022-03-01T17:14:56","date_gmt":"2022-03-01T22:14:56","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=18475"},"modified":"2022-03-07T17:22:15","modified_gmt":"2022-03-07T22:22:15","slug":"fighting-privatization-austerity-in-ontario-healthcare","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/fighting-privatization-austerity-in-ontario-healthcare\/","title":{"rendered":"Fighting privatization &#038; austerity in Ontario healthcare"},"content":{"rendered":"<p>(February 27, 2022)<\/p>\n<p>By: Janna Klostermann, The Leveller<\/p>\n<p><span class=\"bdaia-shory-dropcap bdaia-shory-dropcap1\">A <\/span>22-year old woman seeking diagnostic testing at an Ottawa clinic couldn\u2019t afford the $500 fee, so instead declined the tests.<\/p>\n<p>A man on a wait list for surgery was told he could have the \u201copportunity\u201d if he wanted to pay to go to Montreal and \u201cjump the line.\u201d Instead, and without the money to spare, he \u201cjust accepted the fact that he will more than likely die waiting for the surgery.\u201d<\/p>\n<p>These were stories shared by Melissa Coenraad, a laboratory technician and labour leader, to raise alarms about the dangers of privatization at an Ottawa Health Coalition press conference.<\/p>\n<p>Held on Wednesday February 23, the press conference pointed to the Ford government\u2019s unprecedented plans to privatize health care services in Ontario over the next decade, while announcing the coalition\u2019s \u2018fight back\u2019 campaign. While it may seem at first glance that we need private care to fill these care gaps, the speakers argued private care actually creates more care gaps. This sets up a vicious cycle where austerity leads to privatization, which further degrades care. This only justifies more austerity for a \u201cfailing\u201d public system and an increased role for more \u201cefficient\u201d private options.<\/p>\n<blockquote><p>Patients who can\u2019t pay or who have complex cases will have to wait it out on even longer wait lists in depleted public systems.<\/p><\/blockquote>\n<p>With the rise of neoliberalism and austerity measures, the number of hospital beds in Canada per 1,000 people\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/tradingeconomics.com\/canada\/hospital-beds\">has declined to 2.5 from 6.9 in 1976<\/a><\/span>. While these processes aren\u2019t restricted to Ontario, the Conservatives aim to accelerate them in the province. (The Ford government\u2019s love of austerity and neoliberalism is\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/leveller.ca\/2019\/02\/a-part-of-something-bigger\/\">something we\u2019ve covered before<\/a>\u00a0<\/span>at\u00a0<i>The Leveller<\/i>.)<\/p>\n<p>Michael Hurley, the president of the Ontario Council of Hospital Unions, emphasized that Ontario\u2019s health care system is in crisis with the \u201cfewest staff and fewest beds\u201d and with the lowest level of funding in western world. The province is leading the OECD (the Organisation for Economic Co-operation and Development, a grouping of 38 high-income nations that could be considered Canada\u2019s peers) \u201cin terms of deaths of residents in long-term care,\u201d he added.<\/p>\n<p>Rachel Muir, a registered nurse at the Ottawa hospital and the Ontario Nurses Association bargaining unit president for that hospital, stated Ontario\u2019s health care system is \u201con the brink of collapse\u201d and that the Ontario \u201cgovernment has no viable plan to restore our health care system.\u201d<\/p>\n<p>She mentioned that Ontario is now \u201c22,000 nurses short to bring us up to the national average.\u201d<\/p>\n<h2><b>Privatization takes many forms<\/b><\/h2>\n<p>\u201cRegrettably, this government is very comfortable with for-profit care,\u201d Hurley said.<\/p>\n<p>Hurley described plans to expand for-profit care, to extend the contracts of for-profit operators, and to turn to private hospitals and clinics to address backlogs.<\/p>\n<p>Coenraad said that it\u2019s been a slow privatization of health care, \u201cone process at a time, one treatment at a time.\u201d<\/p>\n<p>To give an example, she mentioned how laboratory testing has been moved from registered and regulated laboratories \u2014 that adhere to standards to ensure safety, accuracy, and quality control markers \u2014 to unregulated private clinics or \u201chubs\u201d that rely on unlicensed staff, with no oversight or standards. It can lead to higher death rates and higher rates of inadequate care, neglect, dehydration or lack of PPE in private settings. All of this was evident in the\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.documentcloud.org\/documents\/6928480-OP-LASER-JTFC-Observations-in-LTCF-in-On.html\">2020 Military report<\/a>\u00a0<\/span>on private long-term residential care facilities.<\/p>\n<p>Privatization can mean less access, more user fees, and longer wait times. Not everyone can pay to meet their care needs or to get something done sooner.<\/p>\n<p>More than that, Hurley noted part of the reason why it is dangerous to privatize is that there are \u201conly so many doctors, nurses, and other vital health care staff.\u201d These staff would be pulled out of public facilities to work in private ones.<\/p>\n<p>Staffing a private system means diverting money to corporate profits that could be used to treat people. It not only competes with the public system, but would contribute to depleting it.<\/p>\n<p>As Muir and Coenraad noted, this is also worth raising alarms about because private clinics are more likely to only support easier and cheaper cases that increase their potential for profit. This would leave public hospitals to handle complex cases with fewer staff. Patients who can\u2019t pay or who have complex cases will have to wait it out on even longer wait lists in depleted public systems.<\/p>\n<p>\u201cPrivate healthcare is for profit and is for greed,\u201d Muir said, noting that it \u201cweakens our healthcare system even further.\u201d<\/p>\n<h2><b>What now?<\/b><\/h2>\n<p>As part of a provincial effort to fight back against privatization, the Ottawa Health Coalition event spoke to the need to build back and expand public health care.<\/p>\n<p>With health care shortages, long waitlists, and a depleted workforce \u2014 and with less than 100 days before the next election \u2014 each speaker emphasized that it\u2019s time to take a stand.<\/p>\n<p>Coenraad said, \u201cWe need to stop privatization in our healthcare now.\u201d<\/p>\n<p>\u201cPublic healthcare is a right and not a privilege,\u201d Muir said.<\/p>\n<p>\u201cThe whole point of a healthcare system is to treat people,\u201d Hurley explained. He shared past examples of defeating initiatives to privatize health care and underscored the importance of defending the public system now and in the future.\u00a0 He also emphasized that public Ottawa hospitals not only have the capacity to meet the backlogs, but can\u2019t afford not to.<\/p>\n<p>To build on this momentum, Cashman announced that all are welcome to get involved with the\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/ottawahealthcoalition.ca\/\">Ottawa Health Coalition<\/a><\/span>, and to attend the Ottawa Health Coalition\u2019s major public meeting to challenge privatization and austerity, which is scheduled to be held on Zoom at 7pm Monday March 21.<\/p>\n<p><a href=\"https:\/\/leveller.ca\/2022\/02\/fighting-privatization-and-austerity-measures-in-ontario-health-care\/\"><span style=\"color: #3366ff;\">Click here for original article<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(February 27, 2022) By: Janna Klostermann, The Leveller A 22-year old woman seeking diagnostic testing at an Ottawa clinic couldn\u2019t afford the $500 fee, so instead declined the tests.
