Advocates for public health care are raising the alarm about the risks of private care and calling for Ontarians to oppose what they say is shift toward privatization by the provincial government.<\/span>\u00a0<span class=\"credit\">PHOTO BY LUKE HENDRY<\/span><\/em><\/p>\n<p>Ontarians must press all political parties to choose public health care over privatization, advocates said during a Quinte-Northumberland summit on the topic.<\/p>\n<p>Thursday night\u2019s online meeting was organized by the Northumberland Health Coalition \u2013 a branch of the Ontario Health Coalition \u2013 in partnership with labour and health organizations in that county and the Quinte region.<\/p>\n<p>Though speakers critiqued the current Progressive Conservative government, Northumberland coalition chair Linda Mackenzie-Nicholas of Port Hope said advocates want all parties to support a wholly public health care system.<\/p>\n<p>\u201cWe want to see some improvements in publicly-funded and delivered health care,\u201d Mackenzie-Nicholas said in a pre-summit telephone interview.<\/p>\n<p>Organizers said the government plans to expand private, for-profit health clinics and hospitals and allocate more than 18,000 long-term care beds to for-profit companies.<\/p>\n<p>But in a statement Friday, Deputy Premier and Health Minister Christine Elliott\u2019s press secretary, Alexandra Hilkene, refuted some of the coalition\u2019s claims and said the group was interpreting incorrectly a comment by Elliott.<\/p>\n<p>\u201cClaims that the government is looking to allow more for-profit health care in Ontario (are) categorically false,\u201d Hilkene wrote. She added the government \u201cis committed to supporting the province\u2019s public health care system and has increased health care spending more than any other Ontario government to date.<\/p>\n<p>\u201cThe use or function of private hospitals and independent health facilities in Ontario is not being expanded or changed,\u201d Hilkene wrote.<\/p>\n<p data-async=\"\">The coalition has claimed<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/player\/play\/1998422595853\" data-evt=\"click\" data-evt-typ=\"click\" data-evt-val=\"{&quot;control_fields&quot;: {&quot;mparticle&quot;: {&quot;keys&quot;: {&quot;click_source_type&quot;: &quot;click_source_type&quot;, &quot;anchor_text&quot;: &quot;anchor_text&quot;, &quot;target_url&quot;: &quot;target_url&quot;}, &quot;mp_event_type&quot;: &quot;Navigation&quot;, &quot;extra_keys&quot;: [&quot;click_vertical_position_percentage&quot;, &quot;click_vertical_position_pixels&quot;]}}, &quot;click_source_type&quot;: &quot;in-page link&quot;, &quot;anchor_text&quot;: &quot;Elliott\\u2019s remark two months ago&quot;, &quot;target_url&quot;: &quot;https:\/\/www.cbc.ca\/player\/play\/1998422595853&quot;}\">Elliott\u2019s remark two months ago<\/a><\/span>, as she spoke about the return to non-urgent surgery, is proof of a privatization plan by the government. She said the government was \u201cmaking sure that we can let independent health facilities operate\u201d and made reference to \u201cprivate hospitals.\u201d<\/p>\n<p>Hilkene said the coalition \u201cis completely misrepresenting\u201d Elliott\u2019s statement.<\/p>\n<p>\u201cShe was listing facilities that were able to gradually resume non-urgent procedures, such as pediatric hospitals, independent health facilities and private hospitals.<\/p>\n<p>\u201cShe did not ever suggest letting independent health facilities operate private hospitals \u2013 in fact that is not even feasible,\u201d wrote Hilkene. She added there are now four private hospitals licensed to operate in Ontario compared to 19 in 1980 and the last licence was issued in 1973.<\/p>\n<p><strong>Public care cheaper: coalition<\/strong><\/p>\n<p>Thursday\u2019s online summit session drew a total of about 60 speakers and viewers.<\/p>\n<p>The moderator was Trenton\u2019s Marg Bourgoin, president of the Quinte Labour Council and an executive member of the Service Employees International Union\u2019s healthcare branch.<\/p>\n<p>Retired registered nurse Ross Sutherland of Sydenham, north of Kingston, chairs the Ontario Health Coalition. He\u2019s a South Frontenac Township councillor, former NDP candidate, and author of the 2011 book\u00a0<em>False Positive: Private Profit in Canada\u2019s Medical Laboratories<\/em>\u00a0(Fernwood Publishing).<\/p>\n<p>\u201cOwnership matters,\u201d Sutherland said.<\/p>\n<p>\u201cFor-profit provision costs more, negatively affects the public delivery of health care, decreases quality, provides unequal access, and limits democracy.\u201d<\/p>\n<p>Minister Elliott said in a March 7 Belleville news conference there\u2019s a need for non- and for-profit long-term care.<\/p>\n<p>\u201cIt\u2019s all funded appropriately, and so we believe there\u2019s a mixture for both,\u201d she said, adding Ontario \u201cwould be in a very bad situation right now\u201d if private long-term care were to end. She cited a waiting list of more than 30,000 people.<\/p>\n<p>\u201cI think what the government is saying is they may have to pay more if we use the public system,\u201d Sutherland countered.<\/p>\n<p>\u201cIt\u2019s much cheaper if we just work with a public system.\u201d<\/p>\n<p>He said public providers are more transparent.<\/p>\n<p>\u201cWe do not know how safe these companies are, yet we are getting play-by-play updates on the safety of public hospitals.<\/p>\n<p>\u201cHome care\u2019s a complete mess \u2026 probably the most disastrous of all the parts of health care, in a way,\u201d he said, criticizing the competitive bidding and more.<\/p>\n<p>\u201cIt just doesn\u2019t work for anyone who wants to stay home.\u201d<\/p>\n<p>Sutherland said his research on labs found private firms lobbied against public hospital labs, undermined integration, and used their influence to disrupt the operation of non-profit operations.<\/p>\n<p data-async=\"\">He also quoted a\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.cmaj.ca\/content\/192\/33\/E946\" data-evt=\"click\" data-evt-typ=\"click\" data-evt-val=\"{&quot;control_fields&quot;: {&quot;mparticle&quot;: {&quot;keys&quot;: {&quot;click_source_type&quot;: &quot;click_source_type&quot;, &quot;anchor_text&quot;: &quot;anchor_text&quot;, &quot;target_url&quot;: &quot;target_url&quot;}, &quot;mp_event_type&quot;: &quot;Navigation&quot;, &quot;extra_keys&quot;: [&quot;click_vertical_position_percentage&quot;, &quot;click_vertical_position_pixels&quot;]}}, &quot;click_source_type&quot;: &quot;in-page link&quot;, &quot;anchor_text&quot;: &quot;2020 study&quot;, &quot;target_url&quot;: &quot;https:\/\/www.cmaj.ca\/content\/192\/33\/E946&quot;}\">2020 study<\/a><\/span>\u00a0published in the Canadian Medical Association Journal.<\/p>\n<p>\u201cFor-profit status is associated with the extent of an outbreak of COVID-19 in LTC homes and the number of resident deaths, but not the likelihood of outbreaks,\u201d the researchers wrote.<\/p>\n<p>Ontario grants 30-year contracts to operators, he said, and \u201cthe same money\u201d goes to private and public organizations.<\/p>\n<p>\u201cYou may as well give it to the place where you\u2019re getting the best care.\u201d<\/p>\n<p>Sutherland disputed the private sector\u2019s claims of reinvestment.<\/p>\n<p>\u201cThe point is in the last 30 years they haven\u2019t used any of their money to reinvest in the system, saying the lack of such investment \u2013 such as by creating rooms with fewer beds \u2013 fuelled COVID-19 outbreaks.<\/p>\n<p>\u201cWhat they have done out is taken out literally billions of dollars and paid it to their private shareholders<\/p>\n<p>\u201cThe United States \u2013 the most privatized, developed health system \u2013 spends 25 per cent more per person on health care than the next-most-expensive country.\u201d<\/p>\n<h3><strong>Dire warnings<\/strong><\/h3>\n<p>Medical laboratory technologist Sara Labelle has spent much of the pandemic testing patient samples for COVID-19.<\/p>\n<p>\u201cThe cost of privatization is death,\u201d she said, again pointing to deaths in long-term care.<\/p>\n<p>\u201cThis really is about pulling resources away from a public model into a for-profit model where people will eventually have to pay user fees.\u201d<\/p>\n<p>She said the health sector already lacks resources and should be a key issue in June\u2019s provincial election.<\/p>\n<p>\u201cOntario\u2019s health care system is on the brink of collapse,\u201d added D.J. Sanderson, a regional vice-president of the Ontario Nurses\u2019 Assoc. regional vice-president D.J. Sanderson and a registered nurse.<\/p>\n<p>He said hospitals face an \u201cunmanageable, unprecedented surgical backlog.\u201d<\/p>\n<p>Privatization will \u201cmake the staff shortages worse,\u201d said Sanderson.<\/p>\n<p>He said there has been a \u201cslow creep\u201d of allowing more services to be provided by for-profit providers.<\/p>\n<p>\u201cThese folks have deep pockets and they make deep, deep contributions to these political parties,\u201d Sanderson said.<\/p>\n<p>Campbellford resident Kim McArthur-Jackson, a co-chair of the Northumberland Social Justice Coalition, said care must be \u201cwell-funded and universally accessible\u201d to all Ontarians.<\/p>\n<p>She added public and private providers order the same supplies, etc., which could allow suppliers to hike prices \u201cbecause they know they can.<\/p>\n<h3><strong>Recruitment questioned<\/strong><\/h3>\n<p>One participant in the meeting asked how private providers recruit professionals, which speakers said hurts the public system.<\/p>\n<p>The nurses\u2019 association\u2019s Sanderson said people working in private clinics, for example, may be able to focus on their preferred forms of care.<\/p>\n<p>For doctors, coalition chairperson Sutherland said, \u201cIt\u2019s incredibly lucrative. They work on fee-for-service.\u201d<\/p>\n<p>Providers sometimes \u201ccharge their patients for services that are not essential,\u201d he said.<\/p>\n<p>Nurses may choose private care because the shifts are those of a typical work week, not the longer, irregular shift work seen in the public system.<\/p>\n<p>Linda Mackenzie-Nicholas of the Northumberland Health Coalition called upon listeners to help raise awareness of the issues.<\/p>\n<p>Two years into the pandemic, she said, \u201cVery little has been done to resolve the very real problems we saw\u201d in health care.<\/p>\n<p>She asked people to donate to the Ontario coalition, volunteer, and post signs and vehicle decals to be distributed by the coalition.
