And, in who\u2019s interest? These are the questions Natalie Mehra wants Ontarians to ask candidates running in the provincial election.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">As executive director of\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.ontariohealthcoalition.ca\/&amp;sa=D&amp;source=editors&amp;ust=1654833607893648&amp;usg=AOvVaw1OqlJpSfn24VO3bOtOjb8y\">Ontario Health Coalition<\/a><\/span><span class=\"c2\">\u00a0(OHC), Mehra champions the protection and improvement of the public health care system. The five principles of the Canada Health Act direct her work, and these include universality, comprehensiveness, portability, accessibility and public administration.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">These pillars are under attack from provincial policy that executes down sizing, reduced funding, and privatization. Currently, 30 per cent of health care has been privatized along with 60 per cent of long-term care (LTC). Should the\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/rabble.ca\/health\/ford-ramping-up-privatization-of-ontario-health-care-system\/&amp;sa=D&amp;source=editors&amp;ust=1654833607894278&amp;usg=AOvVaw3oMXnF8IWfXWzBtEWWglfu\">Ford government<\/a><\/span><span class=\"c2\">\u00a0get back into office, the austerity and privatization will only worsen.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">Decent wages and consistent full-time hours; paid sick days; and workplace protections are missing from the Ford\u2019s agenda for healthcare. According to\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/rabble.ca\/elections\/decent-work-for-all-is-the-prescription-for-a-healthy-pandemic-recovery\/&amp;sa=D&amp;source=editors&amp;ust=1654833607894800&amp;usg=AOvVaw3cUjnIs5iu9zp236YChOil\">Decent Work Health Network<\/a><\/span><span class=\"c2\">, a minimum floor of $20 per hour needs to be put in place along with 10 paid sick days. Those paid sick days would increase to 14 paid during a pandemic like COVID. Just cause protection should be put into place to prevent wrongful dismissal, and all workers should have access to a union.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><strong><span class=\"c21\">COVID was a stress test<\/span><\/strong><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Over 3.4 million Canadians were infected with COVID in the first two years. Over 40,000 Canadians have died so far. In Ontario, 12,842 people have died while 1,400 remain in hospital with 187 in intensive care.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">Many of these deaths and hospitalizations could have been avoided had workers had access to decent pay, full-time hours at one facility, paid sick days, personal protective equipment, and\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/rabble.ca\/health\/ford-is-a-threat-to-public-health-care-in-ontario\/&amp;sa=D&amp;source=editors&amp;ust=1654833607895431&amp;usg=AOvVaw1JAg9ePOPdvs9aBZVtg-Oj\">tests<\/a><\/span><span class=\"c2\">.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Mehra and her staff of two make available experts in the area of health care, law, policy, finance, as well as advocates with lived experience. These experts inform media, coalition members, and the public through press conferences, summits and videos.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">The long list of speakers this winter and spring couldn\u2019t all be listed here, but included Dr. George Guyatt, Professor at McMaster and Board member for OHC; Dr. Nancy Oliveri, Haematologist; Sandra Ashcroft, Frontline Registered Nurse; Randy Robinson, Director of the Ontario Office for Canadian Centre for Policy Alternatives; Michael Hurley, President of the Ontario Council of Hospital Unions and Regional Vice President for CUPE; Paullette Senior, Executive Director of Canadian Women\u2019s Foundation; Deena Ladd, Workers\u2019 Action Centre; Linda McQuaig, Journalist; Dr. Jacob Shelly, Associate Professor of Law at Western University; Sandra Caleta and Helen Lee, LTC Advocates who lost family members.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Sandra Caleta\u2019s mother died in a private for-profit LTC home after living there for four years. Caleta, who spoke at the OHC Halton Summit in April, said, \u201cThere\u2019s never enough of anything including staff, food, incontinence products and PPE because there is not enough money.\u201d<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><strong><span class=\"c21\">Lack of support and pay for PSWs<\/span><\/strong><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">She recalled the home assigning one PSW to look after the needs of 33 residents. She now knows that not-for profit homes have higher staff to resident ratios, fewer people per room and better infection controls.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Caleta went on to say that dividends were still paid to investors despite these deplorable conditions leading to death rates nearly five times higher than not-for profit homes.<\/span><\/p>\n<p class=\"c5\"><span class=\"c2\">For-profit long-term care facilities pay the lowest wages to personal support workers (PSW) who do the majority of resident care. Most PSWs are women. Many are trying to get Canadian citizenship. For-profit employers pay $16 per hour.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Most for-profit homes hire PSWs on a part-time basis. Even though there is enough work to employ full-time PSWs, employers use part-time status to justify denying workers benefits rather than prorating those benefits. This means PSWs have to work at two and three different homes in order to cobble together enough hours to make a full-time job.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">To put this in perspective, the top 100 Chief Executive Officers in Canada were paid an average $10.9 million each in 2020. That is 191 times what the average worker in Canada earns.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Not only that, but working at several homes means staff can\u2019t help but cross-contaminate work spaces and expose residents unnecessarily to pathogens.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><strong><span class=\"c21\">For-profit LTCs see higher death rate<\/span><\/strong><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">The average death rates in private, for-profit LTC facilities during COVID was 5.7 per cent. Not-for profit homes had a death rate of 2.8 per cent, while municipal facilities had the lowest rate at 1.4 per cent. Over 60 per cent of COVID deaths in Ontario in 2022 were LTC residents. By spring 2020, 4,000 LTC resident in Ontario had died from COVID.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">It\u2019s mind boggling that the Ford government has just issued 30-year licences and expansions for 18,000 additional LTC beds to for-profit corporations with the highest death rates. In fact, many of these for-profit operators had to send in the army to care for dehydrated, malnourished and neglected residents.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">When the pandemic hit, Helen Lee\u2019s grandmother was in a not-for-profit LTC home.<\/span><\/p>\n<p class=\"c5\"><span class=\"c19\">\u201cI lost my grandmother,\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.cbc.ca\/player\/play\/1742576707883&amp;sa=D&amp;source=editors&amp;ust=1654833607897351&amp;usg=AOvVaw0kmWHDTtgrDctd9Ie1NaQz\">Foon Hay Lum<\/a><\/span><span class=\"c2\">, on April 24, 2020. Her long-term care home was one of the earlier homes that plunged into a horrible COVID outbreak in wave one,\u201d Lee says. \u201cAll levels of government were caught unprepared and in the end staffing levels dropped to 20 per cent with 33 COVID deaths and a total of 41 per cent of residents dying,\u201d said Lee via email this week.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">She went on to add, \u201cGrandma lived independently in her own house until the age of 107. She was mobile, independent and required no medication. My grandmother\u2019s mobility started to decline about one and a half years into her long-term stay.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">Lee\u2019s family story highlights many key issues related to seniors\u2019 health care. Research shows\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/socialcommons.ca\/2021\/09\/10\/transforming-senior-care-beyond-eliminating-profit\/&amp;sa=D&amp;source=editors&amp;ust=1654833607897927&amp;usg=AOvVaw3adoX86YAE0RN_oDmsdIUB\">96 per cent<\/a><\/span><span class=\"c2\">\u00a0of elders don\u2019t want to be put into institutions. They want to live in homelike settings and be part of their local community.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">\u201cWe need to strengthen and invest more in publicly administered home care and community care now. The warehousing of seniors must stop,\u201d Lee says.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Mobility of seniors typically declines after entering a nursing home because the setting doesn\u2019t promote or maintain their mobility. Constant staffing shortages means tasks need to be done quickly so residents are transported by wheelchair long before they become immobile.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">While many of these issues existed before the pandemic, Lee points out, \u201cThe pandemic has shone a light into the horrible situations our seniors have had to endure and substantive changes are needed now.\u201d<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><strong><span class=\"c21\">The decline of at-home care<\/span><\/strong><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">At one time, home care allowed seniors to stay in their homes. Unfortunately, the\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.ontariohealthcoalition.ca\/index.php\/mike-harris-one-more-reason-to-create-a-public-home-care-system\/&amp;sa=D&amp;source=editors&amp;ust=1654833607898840&amp;usg=AOvVaw0qT6_uFkQJphL-mvk-makI\">Harris Conservatives<\/a><\/span><span class=\"c19\">\u00a0began privatizing the public home care system. Then, in July 2020,\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.ontariohealthcoalition.ca\/index.php\/release-backgrounder-ford-governments-home-care-changes-dismantle-public-control-risk-privatization\/&amp;sa=D&amp;source=editors&amp;ust=1654833607899169&amp;usg=AOvVaw12zN529RF-g0vZYn5Jgw1w\">Ford privatized<\/a><\/span><span class=\"c2\">\u00a0the last public parts of home care. He plans on re-implementing competitive bidding for contracts which was an abysmal failure under Harris.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Underpaid PSWs working for home care agencies will not be hired on a full-time basis and will not be paid for traveling time or expenses. Nor will they be paid for down time between clients.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Think of it this way, what if we told police officers and firefighters that they would only be paid for time spent fighting crime and fires not for the time they sit around the station?<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">They\u2019ll have to work for two or three different employers to make a living, and, they will never get benefits even though prorated benefits from each employer should be part of the deal.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">Recently, Mehra and her team held a\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.facebook.com\/ontariohealth\/videos\/1166699957442779\/&amp;sa=D&amp;source=editors&amp;ust=1654833607899854&amp;usg=AOvVaw0zXnoBpwSLgb6yJq6HDRMT\">press conference<\/a><\/span><span class=\"c2\">\u00a0focusing on the premature end to masking mandates implemented by the Ford government.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><strong><span class=\"c21\">Masks remain key<\/span><\/strong><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Both Dr. Dick Zoutman, Infectious Disease specialist who chaired the Ontario SARS Scientific Advisory Committee, and Dr. David Fisman, Professor in the Dalla Lana School of Public Health and an expert in infectious diseases modelling who served on the Ontario COVID-19 Science Table, said masks play an important role in preventing the spread of respiratory diseases.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">Masks filter infectious viruses out of the exhaled breath of infected people while also filtering viruses out of the inhaled air of a susceptible person. The doctors agreed N95 and KN95 masks are best, but stated a cloth mask is better than no mask at all.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">They went on to say the U.S. Centers for Disease Control and Prevention report a reduction in risk of 83 per cent for people wearing N95 and KN95 masks.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">The doctors concluded that masking in schools by students and teachers would reduce the spread of COVID to students\u2019 families.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">\u201cBoards of health have a duty to ensure the control of infectious disease and disease prevention. At present none of our 34 boards of health in Ontario is acting to prevent the spread of COVID-19, and public health units and their boards have suggested this responsibility lies with the province of Ontario. This is not so,\u201d Dr. Shelly, who also serves as Director of Health Ethics, Law &amp;Policy (HELP) Lab at Western, says.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">The OHC is calling for the Ontario government, the Minister of Health, the Chief Medical Officer of Health or the 34 public Health Units and their Boards to reinstate mask protection across Ontario in order to stop current and future surges of COVID-19.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">In other words, OHC is asking those in charge to step up and invoke the precautionary principle \u2013 even though a clear threat has been identified and established \u2014 rather than sitting back taking a wait and see approach that results in\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.thespec.com\/opinion\/contributors\/2022\/04\/24\/social-murder-is-still-a-reality.html?rf&amp;sa=D&amp;source=editors&amp;ust=1654833607901095&amp;usg=AOvVaw1nAAT1bzYEk8fJjrJQABgN\">social murder<\/a><\/span><span class=\"c2\">.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">So, who really owns health care in Ontario and who\u2019s interests is\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/www.youtube.com\/watch?v%3DgnaF_vuiRfI&amp;sa=D&amp;source=editors&amp;ust=1654833607901417&amp;usg=AOvVaw0HQYU2boTFcwS1LYNEjpW6\">privatization<\/a><\/span><span class=\"c2\">\u00a0serving?<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c2\">The OHC is a non-profit, non-partisan public interest activist coalition representing more than 400 member organizations as well as over 20 provincial chapters with more than 750,000 members.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><span class=\"c19\">To hear more about OHCs campaign to make Universal Health Care an election issue, listen to\u00a0<\/span><span class=\"c20 c23\"><a class=\"c17\" href=\"https:\/\/www.google.com\/url?q=https:\/\/rabble.ca\/podcast\/the-privatization-of-long-term-care-homes-in-ontario-must-be-stopped\/&amp;sa=D&amp;source=editors&amp;ust=1654833607901887&amp;usg=AOvVaw1zzfjDDSj9s2iAUTfz5qAG\">my interview with Natalie Mehra on rabble radio<\/a><\/span><span class=\"c2\">.<\/span><\/p>\n<p class=\"c0\">\n<p class=\"c5\"><a href=\"https:\/\/rabble.ca\/health\/ontarios-healthcare-system-is-not-for-sale\/\"><span class=\"c19\">Link to original article<\/span><\/a><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(May 6, 2022) By: Doreen Nicoll, Rabble A photo of a car sticker opposing the privatization of healthcare from the Ontario Health Coalition Facebook page.
