{"id":19419,"date":"2022-08-26T17:11:13","date_gmt":"2022-08-26T21:11:13","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=19419"},"modified":"2022-09-17T17:11:46","modified_gmt":"2022-09-17T21:11:46","slug":"long-term-care-consent-bill-making-way-through-queens-park-despite-opposition-from-health-care-advocates","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/long-term-care-consent-bill-making-way-through-queens-park-despite-opposition-from-health-care-advocates\/","title":{"rendered":"Long-term care consent bill making way through Queen\u2019s Park despite opposition from health care advocates"},"content":{"rendered":"<p><span style=\"font-weight: 400;\">(August 25, 2022)<\/span><\/p>\n<p><span style=\"font-weight: 400;\">By: Durham Radio News<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The provincial government is reportedly looking to skip a public-hearing stage as they push through legislation affecting hospital patients waiting for long-term care.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Bill 7 would allow health care planners to <\/span><a href=\"https:\/\/www.ola.org\/en\/legislative-business\/bills\/parliament-43\/session-1\/bill-7\"><span style=\"font-weight: 400;\">decide how eligible<\/span><\/a><span style=\"font-weight: 400;\"> a hospital patient is for long-term care, and then authorize them for admission into a <\/span><a href=\"https:\/\/www.durhamradionews.com\/archives\/158392\"><span style=\"font-weight: 400;\">temporary home<\/span><\/a><span style=\"font-weight: 400;\"> without their consent. The patient could later be moved into a preferred facility once a spot opens up.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Government officials say the bill would free up acute care beds. They also say patients would not be physically forced into long-term care.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">However, it remains unclear what would happen if a patient refuses to be moved into a home they haven\u2019t chosen. Long-Term Care Minister Paul Calandra has said patients should be charged a fee if they opt to stay in hospital, although his office did not immediately say how much such a fee could be.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">The government is looking to speed Bill 7 up to third reading, which would skip over the public hearing process.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Health care advocates have spoken against the bill, <\/span><a href=\"https:\/\/www.ontariohealthcoalition.ca\/index.php\/doug-fords-new-legislation-being-pushed-through-the-legislature-gives-new-powers-to-force-the-elderly-persons-with-disabilities-into-substandard-long-term-care-homes-morally-repugnant\/\"><span style=\"font-weight: 400;\">arguing it violates human rights<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWhat we think it is about is filling up the beds of the worst long-term care homes that people do not want to go to, for good reason,\u201d said Natalie Mehra, executive director of the Ontario Health Coalition, on August 19. \u201cThe government cannot override the rights of seniors to shore up the profits of long-term care operators with terrible records and reputations.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cForcing patients into homes that they are afraid to go to, that are substandard homes, potentially far away from their families, causes early death and suffering,\u201d said Dr. Vivian Stamatopoulous, a long-term care advocate and professor at Ontario Tech University, that same day. \u201cIt is morally repugnant.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cWe are hearing that in Northern Ontario, patients could be sent to a facility up to 300 [kilometres] away,\u201d said the <\/span><a href=\"https:\/\/ontarioliberal.ca\/bill-7-just-how-far-will-they-go\/\"><span style=\"font-weight: 400;\">Ontario Liberal Party on Thursday<\/span><\/a><span style=\"font-weight: 400;\">. \u201cIn the rest of Ontario, up to 100 [kilometres] away. And in cities, up to 30 [kilometres] away.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400;\">\u201cThe majority of [alternate-level-of-care] (ALC) patients are not waiting for [long-term care],\u201d said the <\/span><a href=\"https:\/\/twitter.com\/OntarioHealthC\/status\/1562806342326587393\"><span style=\"font-weight: 400;\">Ontario Health Coalition on Thursday over Twitter<\/span><\/a><span style=\"font-weight: 400;\">. \u201cThe bill gives new powers to assess, share personal info [and] admit a patient into a [long-term care] home without their consent.
