But it will not restart annual, unannounced Resident Quality Inspections before the transfers start \u2014 even though Doug Ford has been promising to do so for two years.<\/p>\n<p>The Ford government\u2019s new\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/toronto.ctvnews.ca\/ontario-passes-bill-that-would-transfer-hospital-patients-to-alternative-long-term-care-homes-1.6049881\" target=\"_blank\" rel=\"noopener\">long-term care bill<\/a><\/span>, which will automatically transfer some \u201calternate level of care\u201d hospital patients to long-term care homes, in some cases notorious private ones, has proven enormously controversial.<\/p>\n<p>In particular, advocates for the elderly warn that those patients who refuse to move could be forced to pay a fee of<a href=\"https:\/\/toronto.ctvnews.ca\/ontario-seniors-to-pay-400-day-to-stay-in-hospital-instead-of-moving-to-ltc-1.6068385\" target=\"_blank\" rel=\"noopener\">\u00a0<span style=\"color: #3366ff;\">$400 per day,\u00a0<\/span><\/a>and that many of the private homes, in particular, are not safe.<\/p>\n<p>\u201cIt is really unheard of that we would see outbreaks to this extent in long-term care homes in the middle of summer, where at one point 30% of long-term care homes in outbreak across the province,\u201d Palliative care physician Dr. Amit Arya said.<\/p>\n<p>The homes, Dr. Arya said, \u201care chronically understaffed and when there are outbreaks, the staffing becomes worse as people are off and need to isolate. That worsens patient neglect and burnout.\u201d<\/p>\n<p>Ontario Health Coalition Executive Director Natalie Mehra noted, the Ministry of Long-Term Care has not reinstated annual, unannounced\u00a0<span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/news\/canada\/seniors-homes-inspections-1.5532585\" target=\"_blank\" rel=\"noopener\">Resident Quality Inspections<\/a>\u00a0<\/span>(RQI) the Ford government scaled down significantly in 2018.<\/p>\n<p>\u201cGoing into the homes and asking residents if they feel safe is how you find out about abuse,\u201d Mehra said. \u201cIt\u2019s how you can tell if the resident is declining, or losing weight or have bruises or that they\u2019re staring up at the ceiling because no one has positioned them to even watch TV. If inspectors don\u2019t go into the home, they don\u2019t see that.\u201d<\/p>\n<p>RQIs are \u201cproactive inspections\u201d that provide \u201can objective review of the whole operation of the long-term care home, \u201d the 2018<span style=\"color: #3366ff;\">\u00a0<\/span><a href=\"http:\/\/longtermcareinquiry.ca\/wp-content\/uploads\/Closing-Submission_05_Long-Term-Care-Homes-Public-Inquiry_Province-of-Ontario_Sept_20_2018.pdf\"><u><span style=\"color: #3366ff;\">Long Term Care Homes Public Inquiry<\/span>\u00a0<\/u><\/a><u>notes.\u00a0 RQIs<\/u>\u00a0uncovered cases of neglect, abuse and poor sanitation among other things \u2014 in contrast to \u201ccritical incident inspections\u201d which follow specific complaints.<\/p>\n<p>Critical Incident Inspections, Mehra said, differ crucially as they \u201care not an inspection of the whole home.\u201d<\/p>\n<p>While, in Summer 2020, Premier Ford<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/nationalpost.com\/news\/companies-managing-troubled-ontario-long-term-care-homes-run-dozens-more-make-millions-in-profits\/wcm\/3abb5653-1148-44ec-888b-5b4964f55757\/amp\/\" target=\"_blank\" rel=\"noopener\">promised<\/a><\/span>\u00a0\u201cWe are going to do surprise inspections right across the province, so my message to all long term care homes is to get your act together\u201d that did not materialize.<\/p>\n<p>As CBC News<span style=\"color: #3366ff;\">\u00a0<a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ontario-covid-october-26-2021-1.6225277\" target=\"_blank\" rel=\"noopener\">reports<\/a>,<\/span> the inspections were \u201call but stopped\u201d in 2018 until former Minister Rod Phillips promised to relaunch them by the end of 2022.<\/p>\n<p>\u201cThey want to force people out of hospital or make them pay $400 per day to go to the worst homes that no one wants to go to \u2014 for a good reason,\u201d Mehra said.<\/p>\n<p>Asked if there were plans to expedite the RQI process, Ontario\u2019s Ministry of Long-term care did not respond.<\/p>\n<p><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/pressprogress.ca\/ford-government-to-move-hospital-patients-to-long-term-care-but-proactive-inspections-still-on-hold\/\">Click here for original article<\/a><\/span><\/p>\n","protected":false},"excerpt":{"rendered":"<p>(September 16, 2022) By: Mitchell Thompson, Press Progress The Ford government\u2019s\u00a0More Beds, More Care Act,\u00a0is set to move designated hospital patients to long-term care homes, and charge those who refuse , as early as September 21.
