{"id":29345,"date":"2024-02-09T11:41:04","date_gmt":"2024-02-09T16:41:04","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=29345"},"modified":"2024-02-12T17:46:49","modified_gmt":"2024-02-12T22:46:49","slug":"doug-fords-new-infrastructure-bank-will-benefit-investors-not-the-public","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/doug-fords-new-infrastructure-bank-will-benefit-investors-not-the-public\/","title":{"rendered":"Doug Ford\u2019s new infrastructure bank will benefit investors, not the public"},"content":{"rendered":"<p>(February 8, 2024)<\/p>\n<p>By: Linda McQuaig, Toronto Star<\/p>\n<div class=\"subscriber-preview\">\n<p>It seems like a good rule-of-thumb that the housing of frail and vulnerable people should not be left to those with a voracious appetite for profit.<\/p>\n<\/div>\n<div class=\"subscriber-preview\">\n<p>This could be regarded as a key takeaway from the pandemic, when it emerged that death rates were <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.thestar.com\/business\/for-profit-nursing-homes-have-four-times-as-many-covid-19-deaths-as-city-run\/article_2bdb1af1-50fd-5b5f-84c8-18d2ae96ef4f.html\">four times higher<\/a><\/span> in private, for-profit long-term care homes than in municipally operated ones.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>So it\u2019s curious that the Ford government, citing the need for more long-term-care facilities, recently announced plans for a new infrastructure bank that would rely on private sector financiers, rather than the tried-and-true method of publicly financing our infrastructure.<\/p>\n<div class=\"subscriber-only\">\n<p>The new bank, as structured by Doug Ford\u2019s government, seems to be less about meeting public needs and more about providing lucrative opportunities for major investors.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>It\u2019s likely to exacerbate the already serious problem of privatization in long-term care. In 2022 \u2014 after the pandemic disaster \u2014 the Ford government <a href=\"https:\/\/www.thestar.com\/news\/investigations\/doug-ford-is-spending-billions-to-expand-nursing-home-chains-with-some-of-the-worst\/article_7070ce98-54a6-524f-bd9f-f824f371f0ca.html\"><span style=\"color: #3366ff;\">awarded contracts<\/span><\/a> for 30,000 additional long-term care beds to private operators, including chains with some of the highest pandemic death rates.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>The new bank will mean that even more public money allocated for long-term care gets diverted into private profits, says Natalie Mehra, director of the Ontario Health Coalition.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Traditionally, Ontario has raised money to build infrastructure by selling bonds to the public, and this public financing method has worked well, <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ontario-infrastructure-bank-doug-ford-government-finance-1.7017484\">according to<\/a><\/span> Brian Lewis, former chief economist for the province.<\/p>\n<div class=\"subscriber-only\">\n<p>Teaming up with the private sector is often sold to the public as a way to entice private investors to put their money into public projects, thereby saving the public money.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>But this makes no sense. To believe that involving private investors saves us money, you\u2019d have to believe that these private players \u2014 including notoriously penny-pinching private equity firms \u2014 give us their money or provide it at bargain-basement rates. (Spoiler alert: they don\u2019t.)<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Rather, they insist on collecting high rates of return. This diverts a significant chunk of public money to their profits, and drives up the cost of our infrastructure.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>We should have learned this lesson long ago. In 2014, Ontario\u2019s auditor general investigated 74 infrastructure projects \u2014 built as \u201cpublic-private partnerships\u201d \u2014 and <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.thestar.com\/politics\/provincial\/auditor-general-blasts-liberals-public-private-funding-and-high-risk-mars-loan\/article_3de3bc73-0777-5532-898e-82c7d2603809.html\">concluded<\/a><\/span> they had cost Ontario taxpayers $8 billion more than if the government had publicly financed the infrastructure.<\/p>\n<div class=\"subscriber-only\">\n<p>Similarly, B.C.\u2019s auditor general <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"file:\/\/\/C:\/Users\/scolby\/AppData\/Local\/Microsoft\/Windows\/INetCache\/Content.Outlook\/3KGSPU6M\/A%20study%20by%20the%20BC%20auditor-general%20similarly%20concluded%20that%20the%20province%20paid%20only%204%20percent%20when%20it%20raised%20the%20money%20itself,%20compared%20to%20an%20average%20of%207.5%20percent%20that%20it%20paid%20to%20private%20investors.\">concluded<\/a><\/span> the province paid only 4 per cent interest when it raised the money itself, compared to rates as high as 14 per cent paid to private investors on infrastructure projects.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Furthermore, introducing profits undermines the public goals of the project, says Thomas Marois, a political economist at McMaster University who studies public banks around the world.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Marois <a href=\"https:\/\/cupe.ca\/sites\/default\/files\/cupe_cib_marois_report_2022_e.pdf\"><span style=\"color: #3366ff;\">points to<\/span><\/a> successful public banks like Holland\u2019s BNG, which provides low-cost financing to municipalities, explicitly declaring on its website: \u201cInstead of maximizing profits, our priority is to maximize the social impact of our activities.\u201d<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Another widely respected public bank, Germany\u2019s KfW, is notable for its democratic governance.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Marois notes that Canada has an impressive history of creating useful public banks \u2014 including the Alberta Treasury Branch, Canada Mortgage and Housing Corporation, Farm Credit Canada \u2014 that don\u2019t involve private investors.<\/p>\n<div class=\"subscriber-only\">\n<p>But, in 2017, the Trudeau government broke with this tradition when it created the Canada Infrastructure Bank. Designed with heavy input from Wall Street, the bank was structured to attract major investors with high rates of return, and it\u2019s done little to advance the public interest. In 2022, a parliamentary committee <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.theglobeandmail.com\/politics\/article-canada-infrastructure-bank-should-be-abolished-commons-transport\/\">recommended<\/a><\/span> it be abolished.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>Marois argues it should instead focus on low-cost public financing, without private investors.<\/p>\n<\/div>\n<div class=\"subscriber-only\">\n<p>The Ford government is now replicating the failed privatization model in its new infrastructure bank. One telltale sign the bank will likely have a pro-corporate approach is its governance. Ford has <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/oibank.ca\/governance\/\">appointed<\/a><\/span> former Scotiabank CEO Brian J.
