She\u00a0died at home two weeks later, the very day her surgery had been rescheduled for.<\/p>\n<p>The cause of her\u00a0death was not known, but &#8220;it was a terrible experience,&#8221; Parker said.<\/p>\n<div>\n<div class=\"placeholder\">\n<div class=\"placeholderImage aspect-58\"><\/div>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"loaded largeImage\" src=\"https:\/\/i.cbc.ca\/1.4676667.1527187867!\/fileImage\/httpImage\/image.JPG_gen\/derivatives\/original_780\/nancy-parker-public-health-care-activist.JPG\" alt=\"\" width=\"538\" height=\"312\" \/><\/p>\n<\/div>\n<p><span class=\"imageMedia image full\"><span class=\"leadimage-caption\">Nancy Parker joined the Ontario Health Coalition to advocate for better public health care, after experiencing the consequences of hospital overcrowding with two family members.\u00a0(Matthew Kupfter, CBC)<\/span><\/span><\/p>\n<\/div>\n<p>A statement sent by an Ottawa Hospital spokesperson says\u00a0recent funding for 70 additional beds &#8220;has led to a decrease in occupancy over recent months.&#8221; The Heart Institute says a new $200-million expansion will help to alleviate its capacity issues.<\/p>\n<p>The Ottawa Hospital&#8217;s average wait time for a bed isn&#8217;t that bad, relatively speaking: just a couple of hours below\u00a0the 16-hour average for all of Ontario. At the Etobicoke\u00a0General in western Toronto, the average wait is\u00a024 hours. In\u00a0Greater Niagara, it&#8217;s more than 40 hours.<\/p>\n<p>Still, Parker&#8217;s personal experiences spurred her to action. She joined the Ontario Health Coalition, an activist group\u00a0that has been on the road during this provincial election campaign arguing for better hospital funding.<\/p>\n<p>&#8220;We need to bring these stories to the public in the hopes that it will bring some pressure to addressing the crisis,&#8221; said Parker.<\/p>\n<p>The coalition isn&#8217;t the only group highlighting hospital wait times. The Ontario Medical Association, registered as a third-party advertiser in this election, has put out this devastating ad:<\/p>\n<div><iframe loading=\"lazy\" class=\"customHtml\" title=\"custom content\" src=\"https:\/\/www.youtube.com\/embed\/-8MdcMtT_ME?rel=0\" width=\"100%\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\" data-mce-fragment=\"1\"><\/iframe><\/div>\n<p>&#8220;We don&#8217;t use the word crisis lightly,&#8221; said\u00a0Natalie\u00a0Mehra, the executive director of the Ontario Health Coalition. &#8220;But by every measure our health care is in crisis.<\/p>\n<p>&#8220;Regularly, we have people stacked on stretchers in hallways waiting for access to care.&#8221;<\/p>\n<p>To be fair, every day, despite\u00a0operating near\u00a0or over full-capacity levels, hospital staff save lives. People who are critically ill generally receive care within an appropriate time.<\/p>\n<div>\n<p>But that may be cold comfort to patients like\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/canada\/toronto\/what-are-the-party-leaders-plans-for-health-care-in-ontario-this-patient-advocate-wants-to-know-1.4583159\" target=\"_blank\" rel=\"noopener\">Jamie-Lee Ball, who had to lie\u00a0on a stretcher in the hallway of Brampton Civic Hospital&#8217;s emergency room last year for five days waiting for a bed<\/a>, or to\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/canada\/sudbury\/sudbury-hospital-patient-bathroom-1.4549296\" target=\"_blank\" rel=\"noopener\">Leo Seguin, who was put in a bathroom last February in a Sudbury hospital for 10 days.<\/a><\/p>\n<div class=\"placeholder\">\n<div class=\"placeholderImage aspect-74\"><\/div>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"loaded largeImage\" src=\"https:\/\/i.cbc.ca\/1.4545559.1519240752!\/fileImage\/httpImage\/image.JPG_gen\/derivatives\/original_780\/hospital-bathroom.JPG\" alt=\"\" width=\"566\" height=\"422\" \/><\/p>\n<\/div>\n<p><span class=\"imageMedia image full\"><span class=\"leadimage-caption\">A Sudbury man named Leo recently spent more than a week in a hospital bathroom because there wasn&#8217;t a room for him.\u00a0(Supplied\/France Gelinas)<\/span><\/span><\/p>\n<\/div>\n<p>In fact, many Ontarians\u00a0have\u00a0experienced first-hand the long waits in emergency rooms, and many more\u00a0know\u00a0someone who has.<\/p>\n<p>And it&#8217;s why, in the run-up to the June 7 provincial election, all the parties are vowing to end hallway medicine. Here\u00a0are some of the major promises on addressing\u00a0hospital overcrowding:<\/p>\n<h2>Liberals<\/h2>\n<div class=\"placeholder\">\n<div class=\"placeholderImage aspect-65\"><\/div>\n<p><img decoding=\"async\" class=\"loaded largeImage\" src=\"https:\/\/i.cbc.ca\/1.4657569.1525983124!\/cpImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/liberal-leader-kathleen-wynne-ontario-election-2018-premier.jpg\" alt=\"\" \/><\/p>\n<\/div>\n<h2><span class=\"imageMedia image full\"><span class=\"leadimage-caption\">Liberal Leader Kathleen Wynne has promised a 4.6 per cent increase in base hospital funding.\u00a0(Aaron Vincent Elkaim\/Canadian Press)<\/span><\/span><\/h2>\n<ul>\n<li>Open 5,000\u00a0long-term care (LTC)\u00a0beds in five years, and a total of 30,000 in the next 10.<\/li>\n<li>Increase base hospital funding by 4.6 per cent \u2014\u00a0or $822 million\u00a0\u2014\u00a0 in 2018.<\/li>\n<li>Pledged to open 1,200 new hospital beds last fall, and\u00a0committed to keep them open in 2018.<\/li>\n<li>Hire 2,500 nurses for hospitals.<\/li>\n<\/ul>\n<h2>New Democrats<\/h2>\n<div class=\"placeholder\">\n<div class=\"placeholderImage aspect-66\"><\/div>\n<p><img decoding=\"async\" class=\"loaded largeImage\" src=\"https:\/\/i.cbc.ca\/1.4676554.1527191057!\/cpImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/andrea-horwath-ndp-ontario-election.jpg\" alt=\"\" \/><\/p>\n<\/div>\n<h2><span class=\"imageMedia image full\"><span class=\"leadimage-caption\">Leader Andrea Horwath has promised an NDP government would add 4,500 nurses through a 5.8 per cent increase to hospital budgets for four years.\u00a0(Chris Young\/Canadian Press)<\/span><\/span><\/h2>\n<ul>\n<li>Open 15,000\u00a0LTC\u00a0beds in five years, and a total of 40,000 over 10 years.<\/li>\n<li>Increase base hospital funding by 5.3 per cent \u2014 or $916 million in 2018 \u2014 and an additional 5.3 per cent each of the following three years.<\/li>\n<li>Open 2,000 additional hospital beds immediately.<\/li>\n<li>Hire 4,500 nurses.<\/li>\n<\/ul>\n<h2>Progressive Conservatives<\/h2>\n<div class=\"placeholder\">\n<div class=\"placeholderImage aspect-62\"><\/div>\n<p><img decoding=\"async\" class=\"loaded largeImage\" src=\"https:\/\/i.cbc.ca\/1.4667632.1527021443!\/cpImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/doug-ford-pc-leader-ontario-election-2018-cambridge-small-business.jpg\" alt=\"\" \/><\/p>\n<\/div>\n<h2><span class=\"imageMedia image full\"><span class=\"leadimage-caption\">Ontario PC Leader Doug Ford hasn&#8217;t made any specific announcements on hospital budgets or beds, but pledged to open LTC beds.\u00a0(Andrew Ryan\/Canadian Press)<\/span><\/span><\/h2>\n<ul>\n<li>Open 15,000\u00a0LTC\u00a0in five years, and a total of 30,00 over next 10 years.<\/li>\n<li>No specific promise on increase in hospital funding, new hospital beds or new nurses.<\/li>\n<\/ul>\n<h2>&#8216;Game of blame-and-shame&#8217;: Drummond<\/h2>\n<p>For almost two decades, Dr. Alan Drummond has been battling the diagnosis that emergency room crowding was caused by\u00a0people using the hospital for minor medical issues.<\/p>\n<p>&#8220;It was the game of blame-and-shame,\u00a0whereas the real issue was to increase bed capacity,&#8221; said Drummond, an emergency room doctor in Perth, Ont., and\u00a0spokesman for\u00a0the Canadian Association of Emergency Physicians.\u00a0&#8220;And just now we&#8217;re starting to see the\u00a0province, especially in this election, talking about crowded hospitals and bed capacity issues and greater access to nursing home beds.&#8221;<\/p>\n<p>About 15 per cent of patients in hospitals are people who are not well enough to go home and require an acute level of care, many of whom are seniors waiting for a spot in an LTC\u00a0facility.<\/p>\n<p>For every day an elderly person waits in hospital for a long-term care spot, said Drummond, four to six patients can&#8217;t be seen because there isn&#8217;t any treatment space in the emergency room.\u00a0<a href=\"http:\/\/www.cbc.ca\/news\/canada\/ottawa\/paramedic-level-zero-response-times-1.4667316\" target=\"_blank\" rel=\"noopener\">And if the emergency room is full, then paramedics can&#8217;t drop off their patients, which means there are sometimes no ambulances available in the community.<\/a>\u00a0Surgeries are cancelled because there are no recovery beds.<\/p>\n<h2>Cure for overcrowding &#8216;may be home care&#8217;<\/h2>\n<p>But even if the winning party can actually fulfil its\u00a0pledges \u2014 they are talking about a 50-per-cent ramp up in the number of LTC beds over the next decade \u2014 it&#8217;s unlikely to keep up with demand.<\/p>\n<p>Just to move patients who are waiting for acute care out of hospital beds would require 5,000\u00a0LTC\u00a0spots immediately.\u00a0And then there are the 32,000 people on the wait list for a long-term care bed, a list that is only expected to keep growing.<\/p>\n<p>Dr. Danielle Martin, the vice-president of Women&#8217;s College Hospital in Toronto, said\u00a0while &#8220;some additional supply&#8221; of beds would help, it isn&#8217;t the\u00a0long-term solution. It will be too expensive\u00a0and more importantly, she said, it&#8217;s not how people want to age.<\/p>\n<blockquote class=\"pullquote\"><p><span class=\"text-items\"><span class=\"pullquote-quotation\">Transforming the health-care system to be more home-based is akin like &#8216;rebuilding the plane while it&#8217;s flying.<\/span><cite class=\"pullquote-source\">&#8211; Dr. Danielle Martin<\/cite><\/span><\/p><\/blockquote>\n<p>&#8220;The cure for emergency department wait times may be home care, so that people can leave the hospital, go home, recuperate at home and get the care that they need,&#8221; said Martin.<\/p>\n<p>She cites a program at her hospital that allows some hip or knee replacement surgery patients to\u00a0go home the same day.\u00a0Patients can keep in touch with the hospital through a special iPad app.\u00a0<a href=\"http:\/\/www.ottawahospital.on.ca\/en\/youre-in-my-care\/home-monitoring-after-hip-and-knee-surgery-provides-safety-net\/\" target=\"_blank\" rel=\"noopener\">The Ottawa Hospital has a similar program.<\/a><\/p>\n<p>&#8220;We don&#8217;t have an innovation problem in Canadian health care,&#8221; said Martin.<\/p>\n<p>The problem, she said,\u00a0is that\u00a0hospitals develop successful\u00a0pilot projects that are\u00a0never adopted across the entire system.<\/p>\n<div>\n<p>&#8220;So what&#8217;s it going to take from doing same-day knee replacements at Women&#8217;s College Hospital to doing them across the entirety of the health care system?&#8221;<\/p>\n<div class=\"placeholder\">\n<div class=\"placeholderImage aspect-101\"><\/div>\n<p><img decoding=\"async\" class=\"loaded largeImage\" src=\"https:\/\/i.cbc.ca\/1.3238670.1483972265!\/fileImage\/httpImage\/image.jpg_gen\/derivatives\/original_780\/dr-danielle-martin.jpg\" alt=\"\" \/><\/p>\n<\/div>\n<p><span class=\"imageMedia image full\"><span class=\"leadimage-caption\">Dr. Danielle Martin, the vice-president of Women&#8217;s College Hospital, believes emergency room wait times might ultimately be improved with better home care.<\/span><\/span><\/p>\n<\/div>\n<p>It&#8217;s an expensive proposition, in the short term. At some point the government would have to fund the older, hospital-centric system while ramping up a more nimble home-based one, something akin to &#8220;rebuilding the plane while it&#8217;s flying,&#8221; said Martin.<\/p>\n<p>Drummond, who\u00a0calls the current level of home care in Ontario &#8220;a joke,&#8221; is\u00a0skeptical\u00a0that\u00a0transformation of health care\u00a0is coming any time soon.<\/p>\n<p>&#8220;Waiting for transformational change is like that horrible play my kids had to read,\u00a0<em>Waiting for Godot<\/em>. I mean, it&#8217;s never going to happen any time soon,&#8221; he said.<\/p>\n<p>&#8220;How long do you want our patients to suffer in the hallways? For another 30 years? Is that O.K.?
