{"id":6511,"date":"2018-04-13T17:22:39","date_gmt":"2018-04-13T21:22:39","guid":{"rendered":"http:\/\/www.ontariohealthcoalition.ca\/?p=6511"},"modified":"2021-07-21T16:27:37","modified_gmt":"2021-07-21T20:27:37","slug":"release-deeply-concerned-about-doug-fords-planned-revenue-cuts-comparison-of-parties-commitments-on-key-health-care-issues","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/release-deeply-concerned-about-doug-fords-planned-revenue-cuts-comparison-of-parties-commitments-on-key-health-care-issues\/","title":{"rendered":"<FONT COLOR=\"#E00000\">RELEASE: <\/FONT> Deeply concerned about Doug Ford&#8217;s planned revenue cuts, comparison of parties&#8217; commitments on key health care issues<\/FONT>"},"content":{"rendered":"<p>(April 13, 2018)<\/p>\n<p>Toronto \u2013 Following the release of Doug Fords \u201cplatform\u201d the Ontario Health Coalition has tried to analyze how Mr. Ford\u2019s plan will impact health care funding.\u00a0 Over the next four years, with four days until the provincial election we still have no firm commitment on the level of hospital funding, nor any clear response to our priority \u201casks\u201d to rebuild hospital capacity by reopening closed beds, wards and operating rooms We do however have considerable information about Mr. Ford\u2019s planned cuts to provincial revenue and can assess their potential impact on health care for Ontarians.<\/p>\n<p>Multiple economists have crunched the numbers and by every tally the planned cuts amount to tens of billions of dollars.\u00a0 The clearest analysis of Mr. Ford\u2019s proposed cuts to the province\u2019s revenues \u2013 that is the money available for funding our public services and programs \u2013 comes from Mike Moffatt, an economist at Western University. This analysis shows that,\u00a0<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"https:\/\/docs.google.com\/spreadsheets\/d\/1CbTJB5qqSigxvzeTMEEQ4C_j8siw5aH6bCgUm5gkRX4\/edit#gid=599623450\">using Mr. Ford\u2019s own concrete figures, $22 billion in cuts to provincial revenues is planned over three years<\/a>.<\/span><\/p>\n<p>To put this number in context, economist Hugh Mackenzie tracked the cuts during the Mike Harris\/Ernie Eves era.<span style=\"color: #0000ff;\">\u00a0<a style=\"color: #0000ff;\" href=\"http:\/\/www.ontariohealthcoalition.ca\/wp-content\/uploads\/cuts-to-Ontario-budget-1995-current-1.pdf\">In the first four years of the Harris government, the cumulative loss to provincial revenues used to fund public services was approx. $13 billion<\/a>.<\/span> The first term cuts planned by Mr. Ford are actually\u00a0<em>more<\/em>\u00a0than Mike Harris\u2019.<\/p>\n<p>What does this mean for health care? Mr. Ford has not said where he will find the money. But we can see what happened under Mike Harris\/Ernie Eves to get a sense of what it takes to eliminate billions from the budget:<\/p>\n<ul>\n<li>Between 1995 when they were elected and 2003 when the Harris\/Eves government was defeated, a total of\u00a0<span style=\"color: #0000ff;\"><a style=\"color: #0000ff;\" href=\"http:\/\/www.ontariohealthcoalition.ca\/wp-content\/uploads\/Ont-Hosp-Beds-Staffed-and-in-Operation-1990-2010.pdf\">more than 11,400 hospital beds was cut<\/a>.\u00a0<\/span>\u00a0More than one of every three of Ontario\u2019s acute care and chronic care hospital beds were closed.<a href=\"https:\/\/mail.google.com\/mail\/u\/0\/#m_9028618992487831076__ftn1\"><sup>[1]<\/sup><\/a><\/li>\n<li>Between 1996 and 2000,<span style=\"color: #0000ff;\">\u00a0<a style=\"color: #0000ff;\" href=\"http:\/\/www.ontariohealthcoalition.ca\/wp-content\/uploads\/Summary-Summer-2000.pdf\">39 hospitals were ordered closed. Six psychiatric hospitals were also closed. Forty-four other hospitals were amalgamated, and Harris\u2019 restructuring commission also proposed that 100 more hospitals be combined in 18 networks or clusters<\/a>.<\/span><\/li>\n<li>Tens of thousands of nurses, health professionals, patient support service and care workers were laid off or cut through attrition.<\/li>\n<li>Medical errors increased dramatically as the workforce was slashed.<\/li>\n<li>New drug user fees were imposed on seniors.<\/li>\n<li>New user fees for patients waiting in a hospital bed for a nursing home bed were imposed, forcing patients to pay a daily charge (which currently amounts to\u00a0$1,819.53 per\u00a0month).<\/li>\n<li>An array of health care services were privatized.<\/li>\n<\/ul>\n<p>The economist for the Ontario Council of Hospital Unions has totalled the impact of Mr. Ford\u2019s plan on hospital budgets and has concluded that it would result in a cut of more than 20,250 more hospital nurses, health professionals and support staff in three years. This is equal to more than 3-million hours per year of patient care and services.<\/p>\n<p>There are lots of needs in Ontario\u2019s health care system but there are two areas of crises for which we have asked all political parties to make a clear commitment.\u00a0\u00a0 We can now compare how they stack up:<\/p>\n<p>Doug Ford, PC Party \u2013 no commitment on hospital funding, no commitment on reopening any number of beds, operating rooms, or general proposal to \u201cend hallway medicine.\u201d A plan to open 30,000 long-term care beds with 15, 000 in the first five years.\u00a0 No commitment to improving care levels in long-term care.<\/p>\n<p>Andrea Horwath, NDP \u2013 the NDP has agreed to meet our \u2018asks\u2019 for a 5.3% funding increase for public hospital in each year for the next four years, and to reopen beds and make a capacity plan to rebuild public hospital capacity to address long wait times.\u00a0 They plan to reopen 2,000 hospital beds as a start.\u00a0 They plan to open 40,000 long-term beds, 15,000 of which in the first five years.
