Catholic hospitals weigh pros and cons of Ontario legislation<\/h2>\n<p>Michael Swan, The Catholic Register<\/p>\n<div style=\"width: 860px\" class=\"wp-caption alignnone\"><img loading=\"lazy\" decoding=\"async\" src=\"https:\/\/www.catholicregister.org\/media\/k2\/items\/cache\/8b75ae3441f77caedfc4fe6b5728c827_XL.jpg\" alt=\"The organization representing Catholic hospitals like St. Michael\u00e2\u0080\u0099s in Toronto is not worried that a more centralized health system proposed by the Ontario government will sideline Catholic values and governance. \" width=\"850\" height=\"567\" \/><p class=\"wp-caption-text\">The organization representing Catholic hospitals like St. Michael\u2019s in Toronto is not worried that a more centralized health system proposed by the Ontario government will sideline Catholic values and governance.<\/p><\/div>\n<div class=\"itemIntroText\">\n<p class=\"p5\"><span class=\"s2\">Despite warnings that an overhaul of health care in Ontario could sideline Catholic values and governance, organizations that represent Catholic hospitals, nursing homes, hospices and health services are optimistic they can be players in a more centralized health system.<\/span><\/p>\n<\/div>\n<div class=\"itemFullText\">\n<p class=\"p6\"><span class=\"s2\">\u201cThe legislation still protects religious values,\u201d said\u00a0<a href=\"https:\/\/chaont.ca\/\"><strong>Catholic Health Association of Ontario<\/strong><\/a>\u00a0president and CEO Ron Noble.\u00a0<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">Noble looks forward to Catholic hospitals and other agencies spearheading integration proposals under a new law that would create a single central agency called Ontario Health to oversee $60-billion-plus in annual health expenditures. The legislation would also dissolve the 14 Local Health Integration Networks set up by the Liberals in 2007 and create 30 to 50 \u201cOntario Health Teams.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cThis will be an opportunity for Catholic health to take leadership, maybe at the team level,\u201d Noble told\u00a0<i>The Catholic Register.\u00a0<\/i>\u201cThere may be opportunities for our members to be able to provide a specific scope of services as a Health Team to either a specific population or a specific geographic population or patient care population \u2014 particularly in the areas of serving the marginalized and vulnerable in mental health, palliative care, rehab, complex continuing care.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">But health system watchdog\u00a0<a href=\"https:\/\/www.ontariohealthcoalition.ca\/\"><strong>Ontario Health Coalition<\/strong><\/a>\u00a0is not so trusting.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cIt (The People\u2019s Healthcare Act, 2019) gives the super agency the power to coerce them into this by withholding funding,\u201d said Ontario Health Coalition executive director Natalie Mehra in an e-mail to\u00a0<i>The Register<\/i>. \u201cIt gives the super agency and the minister the power to order this. It supersedes organizations\u2019 own mandates and missions and trumps the powers of their boards of directors. We are extremely concerned about its impact on equity and on the small, the altruistic, the local health services, since the whole drive of the legislation is to amalgamate, centralize and create bigger and bigger amalgams of health service providers, regardless of unique needs, charitable or altruistic mission and history, and regardless of democracy.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">The new act does preserve language that protects Catholic hospitals from being forced to provide abortions or euthanasia.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cThe Minister shall not, (a) issue an order under subsection (1) that unjustifiably, as determined under section 1 of the Canadian Charter of Rights and Freedoms, requires a religious organization to provide a service that is contrary to the religion related to the organization,\u201d reads section 33, subsection 2 of the legislation tabled in the provincial legislature Feb. 26.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">But Catholic health care isn\u2019t defined by the things it doesn\u2019t do, said bioethicist Moira McQueen, executive director of the\u00a0<a href=\"http:\/\/www.ccbi-utoronto.ca\/\"><strong>Canadian Catholic Bioethics Institute.<\/strong><\/a><\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cThere are things that we will not do. But we don\u2019t start off with we don\u2019t do this and we don\u2019t do that,\u201d McQueen said. \u201cWe have Catholic hospitals because we\u2019re aiming to help everybody.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">The new law gives the Minister of Health the power to send in supervisors who would take over the functions of the board for any reason, including forcing integration plans.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cThe Minister may designate persons or entities, or groups, as integrated care delivery systems. The Agency (<a href=\"https:\/\/www.ontario.ca\/page\/ontario-health-agency\"><strong>Ontario Health<\/strong><\/a>) may integrate the health system through funding or through facilitations and negotiations. The Minister may integrate the health system through integration orders to health service providers or integrated care delivery systems that are funded through the Agency,\u201d reads the bill currently at first reading in the legislature.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">Such powers might run up against the Health Ethics Guide of the<a href=\"http:\/\/www.chac.ca\/index_e.php\"><strong>\u00a0Catholic Health Alliance of Canada,<\/strong><\/a>\u00a0which warns that integration plans \u201cbring both opportunities and risks.\u201d Backed by Canada\u2019s bishops, the Health Ethics Guide warns that integration and collaboration plans \u201cshould not be completed without the authorization of the diocesan bishop.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cObviously we will monitor the risks and mitigate them. Chain of mission is always first and foremost,\u201d Noble said. \u201cAt the end of the day, we\u2019re feeling that this could be an opportunity.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">Whatever the law says about integration orders, the Catholic Health Sponsors of Ontario are confident the Minister of Health won\u2019t take over their boards or merge them with other organizations against their will.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cThis is about integration of care at the local level\u2026. It\u2019s about integration of care, not necessarily structural integration,\u201d said\u00a0<a href=\"https:\/\/chco.ca\/en\/home\/\"><strong>Catholic Health Sponsors of Ontario<\/strong><\/a>\u00a0president and CEO John Ruetz. \u201cThese are going to be provider-led integrations, voluntary at the local level.\u201d<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">The powers of a new, centralized agency worry Mehra.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cWhat\u2019s actually written in the legislation is that the minister and the Ford government have given themselves vast new powers to order health service closures, transfers, mega-mergers and the like \u2014 including powers to privatize and to facilitate the for-profit privatization of significant parts of our public and non-profit health care services,\u201d said Mehra in a release.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">Noble, however, sees an opportunity for hospitals.<\/span><\/p>\n<p class=\"p6\"><span class=\"s2\">\u201cThe province has no excess capacity. So they\u2019re not going to be shutting any institutions down, because they don\u2019t have any excess physical capacity,\u201d said Noble. \u201cOur members see this \u2014 yes, they can see it as a threat or an opportunity. I think our members are saying we have clear, defined roles and there are certain communities where we can take leadership and there will be other communities where it will be better for us to partner.\u201d<\/span><\/p>\n<p><span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.catholicregister.org\/item\/29136-a-cure-or-a-curse-catholic-hospitals-weigh-pros-and-cons-of-ontario-legislation\">https:\/\/www.catholicregister.org\/item\/29136-a-cure-or-a-curse-catholic-hospitals-weigh-pros-and-cons-of-ontario-legislation<\/a><\/span><\/p>\n<p>&nbsp;<\/p>\n<\/div>\n","protected":false},"excerpt":{"rendered":"<p>A cure or a curse?
