{"id":9899,"date":"2020-03-26T12:33:10","date_gmt":"2020-03-26T16:33:10","guid":{"rendered":"https:\/\/www.ontariohealthcoalition.ca\/?p=9899"},"modified":"2020-04-06T12:40:22","modified_gmt":"2020-04-06T16:40:22","slug":"ontario-pcs-add-billions-in-deficit-spending-to-tackle-coronavirus","status":"publish","type":"post","link":"https:\/\/www.ontariohealthcoalition.ca\/index.php\/ontario-pcs-add-billions-in-deficit-spending-to-tackle-coronavirus\/","title":{"rendered":"Ontario PCs Add Billions In Deficit Spending To Tackle Coronavirus"},"content":{"rendered":"<p>(March 25, 2020)<\/p>\n<p>By: Emma Paling, HuffPost Canada<\/p>\n<div class=\"content-list-component text\">\n<p>TORONTO \u2014\u00a0The <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/news\/ontario-politics\/\" target=\"_blank\" rel=\"noopener noreferrer\">Ontario government<\/a><\/span> is abandoning its plan to trim billions off the deficit this year so it can spend big on health care and tax deferrals as <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/news\/coronavirus\/\" target=\"_blank\" rel=\"noopener noreferrer\">COVID-19<\/a><\/span> wreaks havoc on the province.<\/p>\n<div id=\"entry_paragraph_1\" class=\"advertisement-holder entry-paragraph-ad entry-body--paragraph-ad\" data-label-height=\"50\">\n<div class=\"ad_spot \">\n<div id=\"teads-entry_paragraph_1\" class=\"hp-teads-adspot ad-entry_paragraph_1\"><\/div>\n<\/div>\n<\/div>\n<p>\u201cCOVID-19 is an extraordinary threat to the health and economy of Ontario \u2014 the greatest we\u2019ve faced in my lifetime \u2014 and it demands an extraordinary response from all levels of government and civil society because we\u2019re all in this together,\u201d Finance Minister <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/news\/rod-phillips\/\" target=\"_blank\" rel=\"noopener noreferrer\">Rod Phillips<\/a><\/span> said in the legislature Wednesday.<\/p>\n<p>He was supposed to unveil the Progressive Conservatives\u2019 second budget. But Phillips said the uncertainty caused by COVID-19 made economic forecasting impossible. So instead, he tabled an economic update and said a full budget will be introduced by mid-November.<\/p>\n<p>The update details the PCs\u2019 $17-billion plan to respond to the crisis. It provides $10 billion for tax deferrals, $3.7 billion for social services and hydro discounts and $3.3 billion for the health-care system.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"image__src\" src=\"https:\/\/img.huffingtonpost.com\/asset\/5e7bc0e7240000580ccea4d9.jpeg?ops=scalefit_630_noupscale\" alt=\"Finance Minister Rod Phillips speaks during question period at the Ontario\" width=\"393\" height=\"262\" aria-label=\"Finance Minister Rod Phillips speaks during question period at the Ontario\" \/><\/p>\n<div class=\"image__meta-wrapper\"><em><span class=\"image__credit\">Andrew Francis Wallace\/Toronto Star via Getty Images<\/span><\/em><\/div>\n<div class=\"image__meta-wrapper\"><em>Finance Minister Rod Phillips speaks during question period at the Ontario legislature.<\/em><\/div>\n<\/div>\n<div class=\"content-list-component text\">\n<p>That $3.3 billion will create 500 new intensive care unit (ICU) beds and 1,000 new ward beds in Ontario\u2019s hospitals, the economic update said. Twenty thousand patients will also be moved out of hospitals to \u201cmore appropriate\u201d locations.<\/p>\n<p>Hundreds of millions of dollars will be injected into public health, long-term care homes, COVID-19 testing centres and personal protective equipment for health-care workers. A billion dollars will be set aside for a special coronavirus \u201ccontingency fund.\u201d<\/p>\n<p>One health-care organization said this emergency funding means Ontario is catching up.<\/p>\n<p>\u201cThe bottom line is that Ontario had fallen so far behind in terms of health care funding that the emergency announcements only now bring us close to where funding should have been &#8230; before COVID-19,\u201d said Natalie Mehra, executive director of the Ontario Health Coalition, in a press release.<\/p>\n<p>Researchers <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/entry\/social-distancing-health-care-chaos-ontario_ca_5e7a7731c5b6e051e8dce5a3\">have said<\/a><\/span> that the virus could overwhelm Ontario\u2019s hospitals as early as next week. Nine people with COVID-19 have already died in Ontario and 688 have tested positive as of Wednesday afternoon.<\/p>\n<p>A government official answering journalists\u2019 questions on background said the promised hospital beds will come online on an \u201congoing\u201d basis but could not provide an exact date.<\/p>\n<\/div>\n<div class=\"content-list-component text\">\n<p>Premier <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/news\/doug-ford\/\" target=\"_blank\" rel=\"noopener noreferrer\">Doug Ford<\/a><\/span>\u2019s government previously faced criticism for increasing health care spending at <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.thestar.com\/opinion\/contributors\/2019\/07\/24\/doug-ford-failing-to-keep-his-health-care-promises.html\" target=\"_blank\" rel=\"noopener\">below the rate of inflation<\/a><\/span> and for <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/2019\/04\/19\/ford-government-slashes-toronto-public-health-funding-by-1-billion_a_23714563\/\">cutting public health funding<\/a><\/span>.<\/p>\n<p>A recent CBC investigation found many Ontario hospitals were <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.cbc.ca\/news\/canada\/toronto\/ontario-hospital-hallway-medicine-healthcare-beyond-capacity-1.5420434\" target=\"_blank\" rel=\"noopener\">already running at or over capacity<\/a><\/span> even before the COVID-19 outbreak. Ford was elected in 2018 on a promise to end so-called \u201challway health care.\u201d<\/p>\n<p>In 2019, ten former provincial health ministers said the Ford <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/entry\/former-ministers-ford-drastic-public-health-cuts_ca_5ce6cf68e4b05c15dea8b063\">government\u2019s \u201cdrastic\u201d cuts to public health<\/a><\/span> would make it harder to prevent a disease outbreak. Ford ended up <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/entry\/ontario-cuts-health-care-child-care_ca_5d5a7ac5e4b056fafd0e9295\">delaying the cuts<\/a><\/span> so that they would no longer be retroactive.<\/p>\n<p>Ontario\u2019s <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/2019\/03\/06\/doug-fords-cost-cutting-could-hit-health-care-system-hard-watchdog-warns_a_23686105\/\">financial watchdog also warned<\/a><\/span> that Ford\u2019s plan to eliminate the deficit could mean serious trade-offs for the health-care system.<\/p>\n<h3>Deficit stands at $20.5 billion<\/h3>\n<p>In light of the current COVID-19 crisis, the government won\u2019t say when it plans to balance the budget.<\/p>\n<p>It previously said that would happen in the 2023\/24 fiscal year. But it also said the deficit would only stand at $6.8 billion in 2020 \u2014 now, this year\u2019s deficit will be $20.5 billion.<\/p>\n<p>The bulk of the government\u2019s $17-billion spending plan will go to provide temporary tax relief.<\/p>\n<p>The province will defer property taxes for individuals and businesses, and defer taxes and Workplace Safety and Insurance Board (WSIB) costs for businesses at a cost of $10 billion. And it is spending $3.7 billion to lower hydro bills, boost payments for seniors and provide extra money for municipal food banks, shelters and emergency services.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"image__src\" src=\"https:\/\/img.huffingtonpost.com\/asset\/5e7bd9e8220000950cb3ab25.jpeg?ops=scalefit_630_noupscale\" alt=\"NDP leader Andrea Horwath speaks to reporters at Queen's Park in\" width=\"351\" height=\"253\" aria-label=\"NDP leader Andrea Horwath speaks to reporters at Queen's Park in\" \/><\/p>\n<div class=\"image__meta-wrapper\"><em><span class=\"image__credit\">Richard Lautens\/Toronto Star via Getty Images<\/span><\/em><\/div>\n<div class=\"image__meta-wrapper\"><em>NDP leader Andrea Horwath speaks to reporters at Queen&#8217;s Park in Toronto.<\/em><\/div>\n<\/div>\n<div class=\"content-list-component text\">\n<p>Opposition Leader <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/news\/andrea-horwath\/\" target=\"_blank\" rel=\"noopener noreferrer\">Andrea Horwath<\/a><\/span> said the plan falls short of what Ontarians need.<\/p>\n<p>\u201cNew Democrats will support this bill &#8230; but I am extremely concerned,\u201d she said in the legislature.<\/p>\n<p>\u201cPeople have seen their incomes drastically cut or eliminated altogether &#8230; People are anxiously watching their retirement savings drain away &#8230; And all of us are worried about the most vulnerable among us amidst this pandemic,\u201d she said.<\/p>\n<p>\u201cPeople need help. They need help now &#8230; This package does not do that.\u201d<\/p>\n<p>Her NDP caucus had called for immediate payments of $2,000 to every household where someone had lost income.<\/p>\n<p>The federal government said Wednesday that <span style=\"color: #3366ff;\"><a style=\"color: #3366ff;\" href=\"https:\/\/www.huffingtonpost.ca\/entry\/monthly-benefit-coronavirus_ca_5e7b8395c5b62a1870d65ae1\">it would provide $2,000 a month<\/a><\/span> for up to four months to workers who are laid off or lose their income because of COVID-19.<\/p>\n<p>Liberal Leader Steven Del Duca said $75 million for personal protective equipment for health-care workers needs to be doubled.<\/p>\n<p>\u201cNurses, doctors and personal support workers should be confident in their ability to stay healthy,\u201d he said in a statement.<\/p>\n<h3>\u2018No one &#8230; in their wildest dreams\u2019<\/h3>\n<p>Ford was asked Wednesday if he ever could\u2019ve imagined tabling a spending plan with a $20.5-billion deficit.<\/p>\n<p>He said \u201cno one in this world in their wildest dreams\u201d could have predicted the scenario Canada is in.
